A group of 41 deputies request a session to deal with the claim for UVA credits

"The solution to this problem must contemplate a shared effort, it must manage to alleviate the situation of the borrowers, not defund the State or harm savings or the banking system, and it must reactivate the mortgage credit system," said former vice president Julio Cobos.

, no one wants to affect the credit system, on the contrary, the objective is to reactivate it, nor does anyone want to lose their home or lose it. What we do not solve from politics is solved by justice. We all want a viable, shared effort and sustainable solution," added Cobos.

UVA mortgage debtors claim to alter the contractual conditions of the loans they took at the time to buy a home.

According to data from the Central Bank, there are 97,000 UVA mortgage loans active and

delinquency is less than 2%

of the total, as explained by the current head of Banco Nación, Silvina Batakis.

She clarified that the UVA delinquency in the BNA is only 0.98%.

Last year, there was a consensus in the presentations of representatives of the financial sector to reject a global solution that means modifying all the UVA credits and the advice to seek particular solutions for each case. 


"Throughout the past year we tried to find a solution, we made an agreement with the authorities of the Chamber, we managed to get the committee meetings to take place, we listened to the different parties and even so, we did not manage to have an opinion and to go down to the premises. We cannot delay the treatment any longer, so with the support of legislators from different blocks, we request a special session for March 22," Cobos said.

"Every day, different people who are UVA mortgage holders demand that the treatment of the issue be resumed and as the period of extraordinary sessions ends and in compliance with the commitment assumed, I ask that we urgently address the treatment," concluded the former vice president.

Cobos managed to sign several of his radical peers such as Mario Negri, Ricardo Buryaile, Facundo Manes, Lisando Nieri, Mario Barletta, Manuel Aguirre, Lidia Ascárate, Gabriela Lena, Miguel Bazze, Fernando Carbajal, Miguel Nanni, Martín Arjol, Soledad Carrizo, Juan Carlos Polini, Jimena Latorre, Victor Hugo Romero, Jorge Rizzotti, Jorge Vara, Marcos Carasso and Pedro Galimberti.

Also from other PRO deputies such as Alvaro Martínez and Omar De Marchi, who make up the Juntos por el Cambio interblock.

But at the same time he added the signature of Kirchnerists who are in the Frente de Todos: José Luis Gioja, Roberto Mirabella, Eber Pérez Plaza and Adolfo Bermejo.

And the socialists, Enrique Estévez and Mónica Feim.

The banks' position on UVA debtors

Miguel Pesce, president of the Central Bank (BCRA) put the magnifying glass on the profile of UVA credit takers, a loan modality that was widely used by the middle class between 2016 and 2019.

Last year, the head of the BCRA said that 85% of the takers of the UVA credits are located in the two highest income deciles.

And that 80% of the debtors are registered workers in the private sector.

He thus implied that, in a context of serious deficiencies, and of a significant housing deficit, especially for the lower-income sectors, it was not appropriate to seek a specific solution for debtors who belong to the more affluent sectors.

Gastón Rossi, director of Banco Ciudad, acknowledged that the quota-income ratio may have increased because in recent years inflation has grown faster than the average salary, but that it is still manageable.

He said that, in the case of a loan that started with a quota-income ratio of 25%, today said ratio would be around 32%.

"The fee may be a little heavier, but let's consider that the debtor is paying for his home, and not rent."

In turn, Claudio Cesario, head of ABA, and Alejandro Pérez, general manager of ADEBA, emphasized to the deputies that the only thing that contract modifications would achieve would be to reduce mortgage loans even more, if possible.

Pérez called for prudence and stressed that only with stable rules of the game could the financial system capture the long-term funds necessary to fund mortgage credit lines.

And he recalled that Argentina stands out for having an insignificant volume of housing credit -less than 1% of GDP- in relation to countries like Chile where this ratio reaches 25%.
