Auditor's report: IDF recruitment rates continue to fall Israel today

The State Comptroller's report published today (Tuesday) also includes a follow-up on an audit conducted in the past regarding the selection and recruitment processes for the IDF and presents a figure according to which recruitment percentages continue to fall.

In addition, the disparity between the center and the periphery in the rate of recruits to the technological units - remains the same.

The report presented unsurprising data of a decrease in the percentage of people enlisting in the IDF, according to which the predicted rate of non-recruitment of men in 2021 was 31.4% among those born in 2003, while the rate of non-recruitment of women in this yearbook is 44.9%.

Overall, in the birth yearbooks 1998 - 2003, there was an increase of about 4% (compared to the potential each year) in the non-recruitment of the "Torah Art" party among men, and an increase of about 2% in the non-recruitment of religious parties among women.

There is also an increase of approximately 1% in non-conscription for medical reasons both among men (with the exception of the 2003 birth year for which a slight decrease is expected) and among women.

In the 1998 - 2003 birth records, there was an increase in non-enlistment for all reasons together at a rate of approximately 3.5% among men and 2.5% among women, so that the total predicted rate of non-enlistment into the IDF for those born in 2003 (whose main enlistment year is 2021) was About 31% for men and 45% of the recruitment potential for women.

According to the report, about 40% of the police officers do not complete the medical procedures (profile determination) at the first appearance at the recruiting office.

Only about 3% of the controls required of the chief doctors on the recruiting bureaus were carried out between 2020 and 2021.

The auditor's report also points to a well-known gap between the periphery and the center, where the proportion of peripheral residents serving in the main technological tracks is about half of their proportion in the general IDF: about 16.5% in the main technological tracks compared to about 32% in the general IDF.

The auditor also stated in the report he published that in the previous audit he conducted it was found that there are many and frequent disruptions in the continuity of the function of the call center servers in the Meitav service center, and as a result of these disruptions the systems are disabled or work slowly. The audit found that the defect in the telephony system has been fixed, but the defect regarding the management system It was not fixed, and as a result there is an impairment of the service to the Malshab.

According to the auditor, in the previous audit it was found that there are multiple sources of information regarding various issues in the handling of inquiries from the Israel Defense Forces, as well as a lack of clarity in some of the instructions. The audit found that the deficiency was corrected only to a small extent, and that the references to information on the home page of the "Matagayim" website are duplicative and not organized As a result, the page is not user-friendly and difficult to navigate.

In addition to the recruitment rates, the State Comptroller announced today that there has been a four-year delay in the completion of the operational preparation of the four defense ships that was planned for the beginning of 2019.

According to the report, the current expectation for the completion of the execution (preparation for operational activity) of the ships will be during 2023. The subcommittee of the State Audit Committee of the Knesset decided not to place this report in its entirety on the Knesset's table, but only to publish parts of it in order to "maintain State Security" in accordance with Section 17 of the State Comptroller's Law.

In the report, the auditor mentioned the importance of the protective force in view of the change in threats to the maritime environment that has developed, after in recent years vital strategic facilities for the exploration and production of gas, which are key sources of energy for the State of Israel, have been established.

The auditor also noted that it is recommended that the IDF and the Ministry of Defense carry out a lesson-learning procedure with regard to the goals of meeting the supply schedule of the four corners of the defense in matters under their responsibility."

The IDF spokesman said in response:

"The defense mission in the maritime space is routinely carried out by the missile ships of the naval arm.

In the last year, as part of the process of carrying out the defense ships, the naval arm is carrying out three of the four defense ships for initial operational capability and sky defense.

These ships, with their many advanced capabilities, are already taking part in the overall effort of the defense mission in the maritime space and economic waters."
