The terrorism report published by the US State Department yesterday (Monday) and summarizing the year 2021 states that the Israeli security forces usually do not prevent attacks by settlers against Palestinians and only rarely arrest and prosecute settlers who attack Palestinians.

The report states that according to UN and General Security Service data, during the year 2021 there was a significant increase in violence by settlers against Palestinians in the West Bank. The report states that settlers carry out physical attacks against Palestinians, attacks on property and crimes "on a nationalistic background" against Palestinians.
The authors of the report cited UN data according to which settlers carried out 496 attacks against Palestinians during 2021. In 370 of the attacks, property was damaged and in 126 attacks there were casualties. According to the report, three Palestinians were killed during 2021 as a result of violent attacks by settlers.
The report states that according to human rights organizations there has been a change in the nature of the settlers' attacks.
If in the past the attacks were carried out by individuals or groups of 3-4 settlers, now the attacks are carried out by groups of several dozen settlers.
"There are indications that these attacks are almost certainly planned in advance," the report said.
According to the report, the geographic scope of violent attacks by settlers against Palestinians expanded for the first time also into Area A in the West Bank, where the Palestinians have security and civil control.
Also, the severity of the attacks and the damage caused by them are also escalating.
"Despite efforts made by the Ministry of Defense and the Israel Police (during 2021), members of the Israeli security forces generally do not prevent attacks by settlers against Palestinians and only rarely arrest or file charges against settlers who commit violent acts," the report states.
It was also emphasized that "Human rights organizations claim that IDF soldiers are present during violent attacks by settlers against Palestinians and accuse that the IDF allows a permissive atmosphere by avoiding enforcement measures."
