The establishment of the "Rule of Law Education Steering Committee" earlier this month and the launch of the new "Leadership Training Program for Rule of Law Education" are one of the key policy measures promoted by the Department of Justice in the 2022 Policy Address.

Today's first meeting discussed and approved the terms of reference of the Steering Committee and the initial framework of the "Training Plan".

The Steering Committee agreed to set up two working groups under it, chaired by the non-permanent Judge of the Court of Final Appeal, Chan Siu-kai, and the Member of the Legislative Council, Kan Wai-man, respectively, to follow up the curriculum and teaching material design of the "Training Program", as well as related planning and coordination work.

The "Training Program" will formulate courses and teaching materials with the concept of the rule of law as the main axis, and teach basic issues related to the rule of law and the legal system in Hong Kong under the principle of "one country, two systems" in an easy-to-understand manner, covering the Constitution, the Basic Law, the Hong Kong National Security Law, the Mainland legal system, and the basic outline of the Hong Kong common law system, etc.

The "Training Program" aims to train "trainers" from different sectors of the community, and enhance their ability and effectiveness in delivering correct information on the rule of law to others in diverse community work and positions, so as to achieve the goal of promoting education on the rule of law in an all-round way.

Lin Tingguo said that the Steering Committee will fully promote and launch the "training program" as soon as possible, in order to promote consistent and correct information on the rule of law at different levels in the community, so that the public can consciously become guardians of the rule of law and jointly tell the story of the rule of law in Hong Kong.

The Department of Justice established the "Rule of Law Education Steering Committee" Lam Ting-kwok: Confidence in the system depends on education. Respect and maintain the fundamental system of the country, focus on promoting rule of law education in the future
