China's twelve-point plan represents its first significant intervention in European affairs.
The plan itself is favorable to Russia, as it calls for a cessation of hostilities (meaning stopping fighting on current lines and keeping the Russians on about a fifth of Ukrainian territory before starting talks ) as well as the lifting of sanctions against Russia.
