Russian Deputy Foreign Minister Sergei Ryabkov revealed that his country and the United States of America recently discussed the Strategic Arms Reduction Treaty “START” through closed channels, and he did not rule out continuing the dialogue in this regard.
According to Russia Today, Ryabkov said in press statements: Discussions on the issue of “START” took place through closed channels in the past days, and are likely to continue.
Ryabkov confirmed that, on the 28th of last month, a memorandum regarding the suspension of Russia's participation in the "START" treaty was delivered to the US Embassy in Moscow, and he said: Russia does not see any signs of a change in the destructive US position on issues of strategic stability, and it is ready to discuss with the United States. In any issues of concern to it, but this does not affect the current status of the Strategic Arms Reduction Treaty.
He added that the United States' proposal to Russia regarding the implementation of inspections came late, and that Moscow's decision to suspend participation in START is not subject to review, indicating that Russia does not see "any opportunity to review or reconsider the decision to suspend START before the United States changes its approach." Hostility towards Russia, especially with regard to the events in Ukraine and its environs.
