More than 40 storms reported in several states, while California declares a state of emergency for winter weather

The round of weather conditions that battered parts of the southern and eastern parts of the country Wednesday night brought more than 40 storm reports.

Meanwhile, California continues to struggle with the winter emergency.

So far, there has only been one report of a tornado in Shottsville, Alabama.

Multiple tornado warnings have been issued in Alabama, Mississippi and Arkansas, which could lead to an increase in these reports later this Thursday.

There were also 30 reports of hail, the majority in Texas, Arkansas and Indiana.

Reports of hail were in Dilley, Texas, where more than 10 inches of hail fell, and nearly 8 inches of hail in Charlotte, Texas, and Randall, Arkansas.

There have also been 10 reports of strong winds, with the highest at that time being a 95 km/h gust at Pryor Field, Alabama.

Many of these same areas will see more severe weather today as the storm that brought several inches of snow to Southern California and the Four Corners Region will move through the area, bringing a threat of strong tornadoes, damaging wind gusts and large hail.

California declares state of emergency due to winter weather

California Gov. Gavin Newsom declared a state of emergency in 13 counties across the state on Wednesday after severe winter storms, his office said in a statement.

The 13 counties include San Bernardino, which is experiencing heavy snowfall in the mountains, as well as Los Angeles and Santa Barbara, according to the release.

Newsom also activated the State Operations Center "to provide state support to county-led emergency response efforts and coordinate mutual aid from neighboring jurisdictions, especially in San Bernardino County," the statement said.

The Governor's Office of Emergency Services is coordinating with the California Department of Transportation and San Bernardino County officials to bring in snowplows and road equipment to clear highways, the statement added.

Officials are working to open two shelters for San Bernardino County residents and are "coordinating with law enforcement to escort power companies, food and water deliveries, and service providers for vulnerable populations," according to the notice.

New tornado warnings in several states

Meanwhile, on the other side of the United States, the National Weather Service issued a new tornado watch early Thursday morning, which includes northern Georgia, northwestern North Carolina and southeastern Tennessee.

The alert lasts until 6 am Miami time.

Major threats include a couple of tornadoes, isolated damaging wind gusts up to 104 km/h and isolated large hail events up to 2.5 cm in diameter.

Since some of the previous tornado watches have begun to expire, the total population threatened by this watch is now just over a million people.

Substantial flood threat for Huntsville, Alabama

Finally, the situation in Huntsville, Alabama, has changed from a tornado concern to a major flash flood event, according to the National Weather Service (NWS).

So far, between 10 and 76 millimeters of rain have fallen in the area and rain rates could reach between 10 and 51 millimeters in an hour.

An additional 10 to 51 millimeters may fall in the warned area.

"Cars became trapped due to flooding along University Drive in Huntsville, and emergency vehicles were dispatched," the National Weather Service said.

"Turn around, don't drown when you encounter flooded roads. Most flood deaths occur in vehicles."
