As a reminder, Knesset members Danny Danon and Yuli Edelstein (Likud) along with Hili Troper and Gadi Eisenkot (the state camp) issued a public call to stop the legislation and to negotiate.

Troper and Eisenkot held closed conversations with members of the Knesset and ministers in Likud, from which it emerged that there are many voices in Likud who support negotiations even at the cost of stopping the legislation for a certain time, but will not express themselves publicly on the issue.

This is how the public call for negotiations was born, and they turned to Edelstein, who then added Danon.

Around Edelstein they claim that it was a joint initiative.

Edelstein and Danon are the only ones in Likud who agreed to respond to the public call together with the members of the state camp and call for negotiations.

Edelstein's office tried to recruit more MKs from the Likud to join the initiative, understanding that it would be easier to recruit Knesset members than ministers who are afraid of their position. They also contacted MK David Bitan.

"Israel Hayom" learned that the new members of the Knesset in Likud, who entered the Knesset for the first time in the recent primaries, expressed support for stopping the legislation and negotiations - but were afraid to voice their opinion.

Gideon Sa'ar was informed in advance of the joint initiative with the members of the Likud Knesset, but no one from Tikva Hadada signed the letter.

After the publication of the joint call, other MKs from Hosan Israel, including Panina Tamno Sheta and Orit Farkash HaCohen, asked to join the letter.

As of the time of writing these lines, Minister Yariv Levin, Prime Minister Netanyahu and the other heads of the coalition refuse to stop the legislation of the legal reform, and seek to hold talks only simultaneously with the promotion of the reform.

At the same time as the official dialogue channel, where as mentioned there is no significant progress, in a secret channel - whose public and political validity is not yet clear - there is actually progress towards a compromise outline.

These are discourse circles that Herzog has been conducting in recent weeks with a group of academics and research institutes, some from the supporters of the reform and some from the opponents of the reform, with the aim of formulating an agreed outline.

Herzog updates the Chairman of the Constitution Committee, Simcha Rothman, and the Minister of Justice Levin on the details of the talks.

In Likud, as well as in the state camp, they admit that in the other parts of the reform a compromise can be reached, but on the matter of the committee for the appointment of judges the gaps are still too great.

Levin and Rothman are not willing to compromise on a majority for the coalition in the committee, and on the other hand, elements in the state camp strongly oppose any compromise that includes a majority for the coalition.

The goal of Levin and Rothman is to pass the law to change the committee in a third reading within about a month.

If this law does pass, the chances of negotiations on any other issue of the reform will be almost zero.

In the meantime, Prime Minister Netanyahu submitted to the High Court a response to the petition of the Movement for the Quality of Government against him, and claimed that the ombudsman violated his freedom of expression when she forbade him to speak about the reform, since there is a necessity for him to deal with it. According to Netanyahu, he should be allowed to deal with institutional legislation of the Committee for the Appointment of Judges and in changing the grounds of reasonableness regarding the clerical decisions, because there it is not a conflict of interest.

Netanyahu, through his attorney Michael Rabelo, claimed that the prohibition to engage in the committee for the appointment of judges was stipulated in the draft settlement of the conflict of interest in 2020, but that the former ombudsman Mandelblit deleted it from the final settlement.

According to him, the ombudsman is now trying to return what Mandelblit deleted.
