The Senate voted on Thursday for "
a moratorium until the end of the 2024 Olympic and Paralympic Games
" on the implementation of the reform of the national police and particularly its contested component on the judicial police, because of its complexity.
In presenting to the press the report of the fact-finding mission on this reform, the LR president of the Law Commission, François-Noël Buffet (LR), argued that the "moratorium would give a better chance of
success
" to the project wanted by the Minister of the Interior Gérald Darmanin.
Avoid disorganization
During that time, he said, one could "
foreshadow what needs to be put in place to make this work
."
It is also a question of avoiding any risk of disorganization before the Paris-2024 Olympic Games, the security of which is an important issue, argued the senator.
Nadine Bellurot (LR) and Jérôme Durain (PS), the two authors of the report, did not reject the project outright but made it clear that it was “not
their reform
”.
They spoke of "
an unfinished and changing project
", "
things that have constantly evolved
" according to their work and hearings (120 in total).
“
There was a succession of adjustments, without a clear strategy or predetermined timetable
,” noted Jérôme Durain.
He also observed that since the anger expressed publicly and loudly by the Pjistes this fall, Gérald Darmanin had "not
sought to renew
" the thread of dialogue with them.

The Minister received the representatives of the various police union organizations last week, but not those of the National Association of the Judicial Police (ANPJ) created at the end of last summer to carry the voice of the Pjistes.
With the submission of the report, after that of the National Assembly and an audit of the general inspectorates, Gérald Darmanin must now communicate by mail his amendments on the reform to the trade unions.
