The advisor to the general director of (Rosenergoatom) Rinat Karcha announced that the Ukrainian forces violated the security agreements by targeting the Russian forces accompanying the inspectors of the International Nuclear Energy Agency in the demilitarized zone in the vicinity of the Zaporozhye nuclear power station.
Karcha said in a statement reported by Russia Today that the attack took place near the city of Vasilievka during the change of shift of the International Atomic Energy Agency inspectors at the Zaporozhye plant, noting that the United Nations Security Department moved the agreed meeting point several times to avoid shooting.
Karcha pointed out that the restraint enjoyed by the Russian army, and its failure to respond to Ukrainian provocations during their escort by the IAEA inspectors, prevented a real catastrophe.
Karcha considered that "Ukraine's actions that targeted representatives of the Russian security services can only be described as a blatant provocation," stressing the responsibility of all parties for the safety of the safe passage in the demilitarized zone and ensuring non-fire, including the Ukrainian forces.
