Berlin – A new draft law from the Ministry of Economic Affairs is causing a stir.
Economics Minister Robert Habeck (Greens) wants to introduce a general ban on new oil and gas heating systems from 2024.
And according to the draft, old fossil-fuel heaters should also be replaced by 2045 at the latest.
All new heating systems installed from 2024 must therefore produce at least 65 percent of the heat from renewable energies.
Retrofit Costs: New heaters are expensive
Owners face considerable costs as a result.
For example, if an oil and gas heating system breaks down, it has to be replaced with a climate-friendly one within three years.
Heating systems that are then still permitted would include:
heat pumps
solar thermal systems
wood and pellets
biomass and biogas
district heating
A new heater is expensive.
And not all heating systems are suitable for every apartment: the installation of a heat pump is not suitable for all houses, just as a pellet stove cannot be installed everywhere.
This ties the hands of many owners when it comes to choosing a new heating system.

Funding for new heating systems from renewable energies
However, the costs for new heating systems can also be reduced through subsidy programs.
Funding is also available for advice prior to installation.
When exchanging an oil or gas heating system for one of the heating systems mentioned above, there is a bonus and often also a scrapping bonus.
The state subsidizes a maximum of 40 percent of the acquisition costs.
This subsidy rate is available for heat pumps and hybrid heating systems.
As a rule, energy consultants explain the exact procedure and know how much money is saved when purchasing through subsidies.
