FIGARO - Why did you launch this bill to regulate the use of scooters

?

Last fall I met the father of Iris, the young girl who died dramatically in a scooter accident on the Tilsitt quay in Lyon in August 2022. He made me aware of the subject by saying that these machines are really too dangerous, with few rules of controls, and he wanted to talk to me about it as a legislator.

It turns out that my colleague Danielle Brulebois, MP for Jura, was herself seized by parents who also lost one of their children in a scooter accident.

That's why we decided to work on this subject together.

What vision do you have of this means of transport,

which is as popular as it is maligned?

Unlike the mayor of Paris, we do not want to ban scooters in the city because it would go against the grain of the evolution of modes of travel, especially among young people.

These scooters have a purpose and are a complement to other ways of getting around, whether cycling or public transport.

Besides, I don't think people want to ban them.

However, we see that some scooter users have a fairly unbridled form of driving, sometimes carefree at best, and unconscious at worst.

Among the measures you are proposing is limiting the maximum speed to 20 km/h.

Why this number?

The mobility orientation law (LOM) has already set limits at 25 km/h.

At the time, I had asked to reduce to 20 km/h.

Basically, we see that we can do things on speed without going through the law.

This is the case in Lyon, which has set this maximum speed at 20 km/h with a geolocation system which even drops this speed to 10 km/h in meeting areas.

However, not everyone is like the city of Lyon, so a law is important to provide a general framework.

We must also find a way to penalize users who get on the sidewalks or who do not behave well.

In Lyon, self-service electric scooters are prohibited for minors, you suggest 14 years old.

The question is whether we limit it to 14 or 16 years.

The LOM law sets the floor at 12, which is too young for me.

Now, whatever the minimum age set, how do we check?

Today, it is very rare to see the police arrest scooter users.

Moreover, if Lyon has banned the use of self-service scooters for minors, and I am not in favor of going that far, it is very easy to circumvent this obligation with the identity card of a large brother or relative.

That's why we need road checks and communication around.

But once again, I consider that the measures taken in Lyon are very good.

The obligation to wear a helmet is rather supported by my colleague Danielle Brulebois.

I agree with his cause, but I know that the minister is not on the same line as us.

I also know that young people with Macron are not very warm on this subject either.

But when we see what the doctors are saying, the helmet could really save lives, but also protect users by limiting certain bodily harm.

A bill is also there to launch the debate and bring a subject into the public arena.

Afterwards, if we do it for scooters, there will be the question of the obligation to wear a helmet for bicycles, which is not popular.
