Drug violence in Rosario: Deputies speed up a project to create 27 federal prosecutors, but everything depends on Cristina Kirchner

The lower house seeks to issue an opinion on a proposal that strengthens the judicial structure of Santa Fe. But all the modification requires the advancement of a commission that is held back by the vice president.


After the dispatch of federal forces to Rosario to deal with the crisis affecting that city due to the resurgence of drug violence, the Chamber of Deputies seeks this Wednesday to issue a commission opinion on the project to strengthen criminal justice in Santa Fe with the aim of facilitating new tools to combat organized crime.

It will be through a plenary session of the Justice and Criminal Legislation commissions of the lower house that the initiative presented by Roberto Mirabella (FdT - Santa Fe) and supported by pro-government and opposition legislators from Santa Fe will be discussed.

The proposal encourages the creation of 27 federal prosecutor's offices, 15 of which will be based in Rosario and 7 in Santa Fe. But it also provides for the establishment of 9 positions of Federal Official Public Defender with jurisdiction in the Rosario Federal District.

As part of the project, the appointment of 9 federal criminal judges with guarantee functions, and another 6 with review functions, is also promoted.

At first there was talk of the creation of 13 federal prosecutors but given the tension in the province governed by Omar Perotti, after the attack on a supermarket belonging to the family of Antonela Roccuzzo and the mafia message against Lionel Messi, the deputies accelerated the treatment of the proposal that had been demanded since last year by the representatives of Santa Fe.

This reform that seeks to speed up criminal cases, in a context of sharp increase in homicides and drug trafficking, depends indirectly on Cristina Kirchner.

The truth is that the operation of these new courts requires the implementation of the accusatory system, but the bicameral that must analyze and resolve the implementation of this mechanism in Santa Fe cannot meet because the senators who They must be part of the commission.

Precisely Mirabella, together with the deputy from Formosa Fernando Carbajal, presented a project to expedite the implementation of the new Federal Criminal Procedure Code throughout the country, which would allow the Federal Justice to reduce the resolution times of criminal cases by 50%.

At the same time, opposition deputies and senators have already demanded that the vice president urgently comply with the bicameral Monitoring and Implementation of the Code of Criminal Procedure, which has not met since February 2021, as reported by Clarín at the time.

To all this is added the delay of the Senate in approving the appointments of at least three federal judges for Rosario, which were also requested by the representatives of Santa Fe and who, from the ruling party, blame Juntos por el Cambio for the lack of approval of these specifications, although the Frente de Todos knew how to have a quorum and the agreement to move forward with the appointments.

Beyond these obstacles, the project is being debated this Wednesday in Deputies, one day before the Minister of Security, Aníbal Fernández, who put into office in Rosario the new troops that will reinforce the Unified Command of the Federal Forces, in the context of the situation of violence that the city is going through.

President Alberto Fernández announced on Tuesday a series of measures for the city of Rosario, which include the reinforcement of federal forces "until reaching the 1,400 troops available" in a first stage and the participation of the Army, through the Company of Engineers, for "the urbanization of the popular neighborhoods" of that city of Santa Fe.

The text to strengthen the federal criminal justice of Santa Fe was signed, in addition to Mirabella, by FdT legislators Germán Martínez, Vanesa Massetani, Alejandra Obeid, María Tejeda, Eduardo Toniolli, Marcos Cleri, and Magali Mastaler, and JxC Federico Angelini, Mario Barletta, Gabriel Chumpitaz, Germana Figueroa Casa, Ximena García and Juan Martín and the socialists Enrique Estévez and Mónica Fein.

One of the essential points states that "those who are holders of the Federal Prosecutor's Offices before the Courts, Chambers and oral tribunals of the jurisdiction of the Federal Court of Appeals of Rosario, may perform simultaneously before the judges with the function of guarantee, review, trial and execution of the fiscal district corresponding to its seat".
