To carry out his investigation, this freelance journalist had asked the City of Paris that the expense reports of the mayor and his cabinet be communicated to him, considering that these are administrative documents falling under the scope of the law of 1978, obliging the administrations to communicate them to whoever requests them.
In a decision rendered on February 8, the Council of State agreed with the journalist, ordering the municipality to send him these documents within a month.
