A dramatic 12-minute phone call between the father of Alberto Scagni, the unemployed man who killed his sister Alice on May 1 last in front of the woman's house in Quinto, and the police made a few hours before the murder.
The man asks for a police station to be sent but the officer replies "Without a report we can't arrest anyone, that's not how it works".

The parents say that the day before the son had tried to burn down the door of his grandmother's house.
The operator explains that if the son is not there they cannot intervene.
Mr. Scagni also mentions threats to his daughter and son-in-law.
"Have you ever filed a complaint? - asks the operator - why?".
And the parent says "I've never done it because the situation has only recently worsened. But how can I report it? He cut my tires, threatened to cut my throat".
The agent keeps repeating to make a report, but also asks where he lives and his name and birth data.
He then speaks to the shift supervisor and returns to ask if he has the keys to his parents' house.
Scagni tells the operator "that the day before the police had already taken his wife into the record".
The agent, after speaking with the capoturnok, reiterates the need to report "even to the carabinieri".
And then she says "if your son comes back, don't open the door and contact us again and we'll send the car. I don't know if you can report it now. Do it tomorrow as it's not a holiday. You stay at home. If your son shows up at the house your daughter, let us call and we will go and get him."
The father then asks "what if I go out and this person cuts my throat on the street?".
The policeman says "we can't predict the future. But we can't arrest him without a report. If he comes to his house then we'll send the car and pick him up".
The phone call was deposited by the prosecutor who closed the investigation into the murder.
