Israel's transparency index: get to know the top ten cities - voila! native

The Israel International Transparency Association - Shabil publishes today (Sunday) the transparency index on the websites of local authorities for 2022 in collaboration with the Israel Internet Association (IIA).

The association has been holding the index for 14 years.



The 10 cities that reached first place in the 2022 index and received a score of 100 are:

Ashdod, Herzliya, Holon, Kfar Saba, Migdal Hamek, Acre, Afula, Kiryat Bialik, Rishon Lezion, Ra'anana.

In second place with a score of 99 are

Or Yehuda, Hod Hasharon and Modi'in.

In third place with a score of 96

Ramla and Tel Aviv

The Arab cities of Tamra and Yafia achieved a high score of 91.



The cities of Maale Adumim and Dimona deserve praise, whose score improved by about 40 points each.

Ma'ale Adumim with a score of 86 in the 2020 index, compared to 45 in the 2021 index, while Dimona with a score of 84 in the 2022 index compared to 47 in the 2021 index.

In Tel Aviv, Haifa and Jerusalem there was a decrease in the score in the 2022 index compared to the score in the 2021 index. Tel Aviv dropped in the 2022 index to a score of 96 compared to 99 in the 2021 index, Haifa with a score of 85 in the 2022 index compared to 89 in the 2021 index, and Jerusalem with a score of 77 in the 2022 index compared to 81 in the 2021 index. Among the criteria measured: budget, contracts, infrastructure and procurement tenders, personnel tenders, information concerning municipal companies, environment, emergency And so on. At the basis of the criteria are the provisions of the law that require publication to the public and even above them. And it differs from its predecessors also in the evaluation of the criteria and the final score for them. All of these are evident in the score and ranking of all the authorities.

Judge (retired) Neely Arad, Chairwoman of the International Transparency Association Israel - Shabil: "The purpose of the index is aimed at increasing transparency in the local authority, through the distribution of information to the public on the authority's website, with regard to its management and conduct. The participation of the residents in this way gives them the opportunity to stand to exhaust their rights, and, to the extent necessary, to hold a critique of the conduct of the authority and the services it makes available to the public. However, scores in the index do not testify to the transparent conduct of the local authority's elected officials who head it and work on its behalf and on its behalf. A clear expression of this commitment and its consequences will be expressed in 2023, during which the elections will be held in the municipal sector in Israel."
