Only six of the 2,733 applications submitted by the police in 2022 to conduct wiretapping were rejected - this is according to a report by the Ministry of National Security submitted this evening (Sunday) ahead of the discussion that will be held tomorrow in the Constitutional Committee on the NSO affair.

According to the data, 2,727 permits were issued and the number of people listened to by the police was 2,847.

From the conclusions of the final report of the Merri Commission on the NSO affair, which was submitted about six months ago, it emerged that no indication was found that the Israel Police made an intrusion without a judicial warrant into the mobile phones of the targets whose names were published in the media, using the "Pegasus" software, as claimed.

At the same time, a few cases were found in which the judicial order that was issued did not match the eavesdropping operation carried out by the police.

However, in these cases the infection attempt was unsuccessful, and no products were received anyway.

Only six applications were not approved.

However, the inspection team found deficiencies in the work of the Israel Police in relation to the use of wiretapping devices.

From the report it appears that over the years the decision makers in the police did not attribute the full significance required to the scope of the potential capabilities of the system used to listen to communications between computers.

It was found that prohibited materials were received from mobile phones into the police systems, because the systems were not technologically adapted to the powers of the police.

It also emerged from the conclusions of the report that during all the years of the system's operation, there was no orderly procedure in the police between the legal counsel of the Israel Police and the technological elements.

In view of the lack of an orderly procedure regarding the meaning of the system's capabilities, as well as difficulties in sharing information, the team found that close legal accompaniment by the legal counsel to the police was required during the procurement phase of the systems, prior to the implementation of new systems and during their operation.
