The Civic Coalition denounced the Evita Movement in Justice for the diversion of $4,000 million to its cooperatives

The case was opened after Clarín revealed that the organization led by Emilio Pérsico was one of the main beneficiaries of the discretionary turns of the Government. Judge Capuchetti was left in charge.


After

Clarín

revealed that the Government transferred more than 14,000 million pesos to cooperatives and associations in a discretionary manner during 2022, the Civic Coalition went to Justice and filed a criminal complaint against the Evita Movement, the main beneficiary of those transfers.


In the middle of the second day of the camp of the left organizations in front of the Ministry of Social Development to demand an increase in social plans,

, president of the Evita Federation of Work Cooperatives, for the crime of

fraudulent administration and incompatible negotiations.

The complaint to which

Clarín

agreed states that although the defendants incur in "various legal frameworks", all of them are related to three central facts, maintains the CC-ARI: the political rapprochement through the group "Movimiento Evita", the link in their work as public officials within the same central government and, finally,

"are part of the illicit association" linked to the management of social plans.

According to the case that began in Comodoro Py, the entity headed by Emilio Pérsico

received 3,836 million pesos irregularly from the State.


At the time of supporting the denounced facts, the space led by Carrió spoke of a methodology -through the use of social plans- for

"the looting of state resources to finance their territorial development

and their political dispute in the universe of social organizations and their political front”.

The actions that the Civic Coalition understands are "fraudulent" constitute "illegal acts" but also "

represent a moral scandal

due to the use of resources destined to reduce social asymmetries and reduce the social impact of an exhausted macroeconomic model."

The denounced maneuver focuses on

an "illegal and direct transfer of state resources for an amount of 3,836,167,660.00 pesos

that went to the coffers of the Evita Movement and the political or cooperative organizations or civil associations or foundations or other organizations of society linked to or that integrate said Movement".

It must be remembered that the Ministry of Social Development headed by

Victoria Tolosa Paz

allocates 3,000 million pesos per day to cover the

Potenciar Trabajo

plan , which in turn is under investigation in Comodoro Py.

Beneficiaries had been detected who owned boats, properties, who had acquired 0Km cars, and the most questionable thing is that they saved foreign currency.

The amount denounced by the CC-ARI constitutes -the complaint maintains- "the

tip of the iceberg of the transfer of discretionary resources to the Evita Movement

and other organizations of similar characteristics".

The

modus operandi

or the procedure established by this "criminal organization" is intended to "obtain public resources."

How does the denounced structure work?

On the one hand, with the 

strategic appointments

of the referents of the Evita Movement at the head of public organizations in charge of allocating resources within the framework of social programs and policies.

The second instance that details the complaint refers to the necessary maneuvers to "

distort the distribution of different financial support

from said organizations to organizations that make up said Movement."

Likewise, "the aforementioned public officials not only assign state resources with broad discretion, but also

represent the agencies in charge of monitoring and controlling

financial support. Thus, as can be seen, the circle closes perfectly."

Last week, this newspaper announced that most of these resources come from extra-budgetary items, which are delivered on a discretionary basis and which during 2022

exceeded 14,000 million pesos.

Most of the funds were delivered to associations and cooperatives that depend on leaders of social organizations, such as the Evita Movement, but also to others grouped within the

CTEP, Juan Grabois

, UTEP

the CCC, of ​​the deputy Juan Carlos Alderete

Added up all the transferred resources, they exceeded $14,000 million only in 2022.

In addition, Clarín revealed that one billion of that total was transferred by the Ministry of Social Development to a kindergarten that reports to a union leader linked to the ministry, Mariana Larrea
