The special committee for the formulation of the "Deri Law 2" this morning (Wednesday) approved for the first reading the bill to amend the judicial review regarding competence in the appointment that would prevent the High Court from interfering in the appointments of ministers. The proposal is expected to reach the Knesset plenum today. The purpose of the proposal is to reinstate Speaker Sh. S. Aryeh Deri to the government table after his appointment was invalidated by the High Court.

According to the proposal, the court, including the Supreme Court in its session as a high court of justice, will not be authorized to conduct a judicial review of the appointments of ministers and their identity, for any reason whatsoever, except for the eligibility conditions established by the constituent.

9 MKs voted in favor and 6 MKs voted against.

The coalition is promoting the "Deri Law 2" proposal, even though the Shas chairman believes that even though it is a fundamental law, the chances of the proposal being rejected by the High Court are high. As well as the decision to remove them from office, they are actions and decisions that are at the core of democratic activity."

During the day, the bill of the Yisrael Beitenu faction to apply Israeli sovereignty to the Jordan Valley and a Megilot regional council in the northern Dead Sea is also expected to come up in the Knesset plenum. The proposal is intended, among other things, to embarrass the coalition, which is made up of right-wing parties, and to see how they will behave in the vote.

"We expect the members of the 'full-right' government to once again fulfill their promises to the voters and support the proposal in a pre-reading," Israel Beitenu said.

Yesterday, three controversial bills were approved in the first reading - the fortification law, the surrogacy clause and the repeal of the secession law.

The first proposal that was approved, by a majority of 61 supporters against 51 opponents, is the impeachment law, according to which it will be possible to declare a prime minister impeached only by a majority of 90 members of the Knesset or in exceptional cases.

Member of Knesset Yuli Edelstein (Likud) was absent from the vote and as a result sanctions were imposed on him.

Edelstein will not be able to submit private bills, order proposals or speak on behalf of the Likud faction during three weeks of Knesset work.

The superseding clause, which will allow the Knesset to re-enact laws rejected by the High Court by a majority of 61 Knesset members, was also approved. The bill was approved in the first reading by a majority of 61 Knesset members against 52 opponents. Edelstein was also absent from this vote. The proposal constitutes another pillar in the legal

revolution that is promoted by the government. Justice Minister Yariv Levin and Constitution Committee Chairman Simcha Rothman have so far promoted the main part of the legal reform, which is changing the composition of the committee for selecting judges and eliminating the possibility of the High Court of Justice to review or invalidate basic laws, but at the same time refrained from promoting the superseding clause.
