The heads of the coalition will gather tonight (Sunday) for their weekly meeting and discuss various steps to soften the legal revolution before a second and third reading.

The coalition intends to announce a series of concessions from the original outline of Justice Minister Yariv Levin in an attempt to soften the protest and protect the legislation from Beget's disqualification.



During the day, the Chairman of the Constitution Committee, Simcha Rothman, announced changes to the Basic Law of the Judiciary and the structure of the Committee for the Selection of Judges, but all the changes guarantee the coalition a majority in the process of selecting judges and are therefore expected to arouse the suspicion and opposition of the opposition and the protest organizations. The coalition is also considering postponing most parts of the reform until the next session, but We want to pass the changes regarding the committee for the selection of judges and judicial review of laws by the time the Knesset goes into recess in ten days.

Although the coalition rejected President Herzog's outline that was published last week, President Herzog continued this weekend with talks and contacts with Likud members and senior members of the coalition in an attempt to put pressure on Prime Minister Benjamin Netanyahu and Justice Minister Levin to compromise and accept parts of the outline he presented.

Likud senior figures such as Yuli Edelstein, David Bitan also called on the latter's right to stop the legislation in order to enter into meaningful negotiations.



Even before the meeting of the heads of the coalition, MK Rothman presented softened proposals for some of the laws. According to one of the proposals, the coalition will have a majority in the committee for selecting judges in the appointment of the first two judges to the Supreme Court. From the third appointment onwards, a simple majority will be required, but it will have to include the representative of the opposition and a judge.

Earlier, Rothman said that he intends to also preserve the relationship between the opposition and the coalition in the committee.

According to him, "Today the ratio between the opposition and the coalition in the committee for the selection of judges is a ratio of 3-1. I think it is appropriate to preserve and anchor this ratio, therefore I think that if we make a ratio of 6-2 in the committee, we will actually maintain the representation. That is, there will be: three ministers, three Members of the Knesset for the coalition and two members of the Knesset for the opposition."



Rothman even decided to keep all Supreme Court judges as members of the committee for selecting judges, this in cases of appointing judges to the Supreme Court.

However, when deliberating in lower courts, the panel of judges will have three presidents: the supreme president, a district president and a peace president - thus the panel of judges loses the veto.



"I propose that the appointment of judges to the Supreme Court be by a simple majority of 6 out of 11," Rotman said at the committee hearing.

"Perhaps from the third appointment onwards, the appointing majority must include a representative from the judges and a representative from the opposition. This is how the fear that the coalition will take over the Supreme Court is answered and on the other hand it allows the coalition two appointments."
