It's inflation.
But also insecurity.
And not necessarily in that order.
In the Conurbano, the main complaint is the loss of purchasing power and, almost on the same level, the fear of
dying
in a robbery.
The demands are not from now.
Always the pocket and the protection of life were at the
top
of concerns.
No surprise.
But in an electoral year and in a country broken by the crisis, the backpack becomes heavier
.
To the structural problems, we must add the
self-inflicted conflicts.
Incomprehensible before the desperation of the people.
Those in charge of responding to the lack of security in the Conurbano are, ultimately, the National Government and that of the Province.
Anibal Fernández ordered the arrival of Fuerza Federales in the Conurbano but did not coordinate with Axel Kicillof.
Both apparently wear the colors of the same team.
But they look like
enemies.
Alberto Fernández ordered the arrival of federal security forces
to Greater Buenos Aires.
But he did it
without notifying
Governor Kicillof.
The episode opened a new conflict between the National Government and the provincial Kirchnerism.
And far from backing down, despite Kicillof's anger and request for explanations, the intention to deploy gendarmes in Buenos Aires territory
remains firm.
A conflict that escalates in the midst of mutual
mistrust
.
As they told
Clarín
in the Ministry of Security, “in the next few days there will be a resolution to officially implement the new security plan in the Province.
Only then will the Buenos Aires authorities be invited.”
Minister Aníbal Fernández diagrammed the installation of
five operational bases
in the Conurbano without coordinating with his counterpart from Buenos Aires, Sergio Berni.
He also did not tell most of the mayors where the troops will be assigned and
no one knows exactly
how many they will be or in which neighborhoods they will patrol.
It is known that federal troops will base themselves in La Matanza, La Plata, Avellaneda, Pilar and Tigre.
In these last two municipalities
they know little or nothing
about the new security scheme.
"We contacted the Ministry and they confirmed that they will send gendarmes. We have even seen buses full of troops. We made ourselves available but no one told us where they will be or what functions they will fulfill," they acknowledged in one of those communes.
On the other hand, in La Matanza they assure that they were aware.
Even at the opening of ordinary sessions of the Deliberative Council, Mayor Fernando Espinosa announced the arrival of
"100 gendarmes"
to visit the areas most affected by insecurity.
Sergio Berni is trilling.
And he does not hide it.
It was he who informed Kicillof of the arrival of the federal forces.
The governor does not believe Anibal Fernández.
In La Plata they remember that they have been asking for gendarmes for
three years
.
"The promises were heard several times but were never fulfilled," they point out.
The first to ask for the federal forces was Berni.
He told Alberto Fernández himself before the pandemic.
"We agreed to resume the Sentinel
operation
with 6,000 gendarmes, but nothing happened," laments the minister, who assures that when he agreed to take office he did so on the condition of reestablishing that plan.

Before Berni was ignored, Kicillof got involved.
In Province they assure that the governor made the request
"several times"
to the President.
But there was no answer either.
The rod was taken by Martín Insaurralde, as a representative of the Peronist mayors of the GBA.

Finally, according to what they say in La Plata, it was Mariano Cascallares, Almirante Brown's boss, who managed to unblock the situation.
There is also a money problem.

"To deploy 6,000 permanent gendarmes walking the Conurbano, it is necessary to have at least 12,000 troops to complete the shifts. For this job, that of being in charge of citizen security, they are paid an extra of around $15,000 each ", detailed in the Ministry.
In the National Government they interpret that the decision not to coordinate anything with the Province was
intentional.
"It was a response to the constant attacks of La Cámpora, endorsed by Kicillof in the act of Avellaneda, to the presidential figure," say those around Alberto Fernández.
"We see him very confident and enthusiastic. As determined to fight the internal battle," they add.
unanswered letter
The strangest chapter was written (literally) on Wednesday.
When Kicillof himself sent a letter to the Government (no one knows why there was so much animosity for using the telephone) to demand explanations about the deployment of federal forces.
Aníbal Fernández will not answer that letter.
"

," they said in Security.
"We have never seen such
a swap.
Anibal Fernández does not speak to Berni and Berni does not speak to the mayors. In the middle are the people asking that they not be killed in an assault. If the Frente de Todos has not yet imploded, it is by pure miracle ", admits a head of the PJ who knew how to deal with several presidents and security ministers.
It turns out that the mayors also point to the Province because of the problem of insecurity.
They fear that the Rosario effect
will have
a strong impact on the elections.
And they complain about the lack of dialogue with the provincial Ministry of Security.
"It is true that Berni answers our messages. He says yes to everything, but he does not involve us in the operations," says another Peronist community leader from one of the largest municipalities in the West of Greater Buenos Aires.
For his part, Berni does not hide the
distrust
that many municipal heads generate in him.
"Above all those who appointed retired police officers
who defend their business in coexistence with drug trafficking as security secretaries. We're not going to give more resources and power to those communes that don't care about ending the sale of drugs and that
only

to manage them
", they indicate.
