FIGAROVOX / TRIBUNE - The ecological municipality of Strasbourg has announced the establishment of a "gender-sensitive" budget. For Xavier-Laurent Salvador, this initiative is part of a communitarian dynamic, supported by the European Commission.

We have learned that the town hall of Strasbourg is embarking on the renewal of political discourse by proposing a "gender-sensitive budget", that is to say a budget oriented towards the promotion of equal rights between men and women and inclusive society.

This budget, hailed by the opposition as a form of progress, nevertheless presents some worrying elements.

First of all, the city of Strasbourg's approach is part of a communitarian dynamic, programmed by the Commission in terms that leave no room for doubt:

"Gender-sensitive budgeting […] means building a tool for transparency, decision support and social justice”

What “decisions” are we talking about?

To find out, just consult the town hall's website and read the simplistic organization of the budgets: according to the town hall, public expenditure can be classified into three categories.

Those likely to have an effect, positive or negative, on gender equality (criterion 2), those, such as the reorganization of schoolyards (photos), which favor it (criterion 1) and those which are neutral ( criterion 0).

The example of the schoolyard perfectly illustrates the moral bias introduced into the budgetary affairs of the city, which one could imagine, in these troubled times, that its first mission would be to fight against social inequalities,

disparities

and not to be interested in moral divisions.

How can the notion of “decision-making and social justice” assistance be linked in reality with the

necessarily

positive influence that the redevelopment of a schoolyard could have on the promotion of equal rights?

To understand it, you have to follow a subversive, almost revolutionary path of thought;

and to put it bluntly: questionable.

Some answers can be found in the reports of another municipality, that of Dunkirk, a pioneer in this field:

"The court will have to respond by promoting the preservation and development of biodiversity and environmental education by becoming a a real pleasant and educational living ecosystem […] The schoolyard should be attractive, inclusive and accessible to all children, regardless of their physical and cognitive abilities.

It will have to allow girls and boys to play together without distinction of gender.

Indeed, the presupposition of such manipulation starts from the principle that the school is the place of the formation of inequalities, which is obviously false, since in reality the school fights against the social inequalities which it inherits when the

But no matter: the very idea that the gender budget is a moral action in the service of a just cause which would consist in shaping tomorrow's society without the knowledge of today's citizens, this is what becomes the leitmotif of the European action in terms of funding, whether for research or financial incentives for municipal policies.

We therefore understand quite easily that the argument of a

“budget”

(technical term) in the service of the

“promotion of equality”

(another technocratic term) hides a hideous ideological reality.

The gender-neutral budget argument claims to stem from a financial policy when in reality it clumsily hides an ideological grip on which the population has not really given its opinion.

There is currently an offensive, carried out by the ecological town halls, by the forces of deconstruction.

The town hall does not give examples of financing which would disadvantage the promotion of gender equality: financing a men's football club, is this a holy and moral action in the eyes of the Commission?

Or should we now weigh this action against the moral tribunal of the inclusive inquisition?

And who to determine, with clairvoyance, the positive or negative moral issues of such and such a proposal?

You will answer me that the solution is obvious: we must have recourse to pedagogues, for example, and to scientists in general who will shed light on moral policy with their conscientized and awakened lights.

But where will the town hall of Strasbourg, for example, go to find the enlightened scientists who will submit reports on the city's health policy, promoting the development of an inclusive society in respect and the promotion of gender equality? ?

Should we look for experts whose mission would be to say what is morally good for the municipality?

And return to the logic of the directors of conscience?
