After a long night of votes, the Constitution Committee in the Knesset will meet once more this morning (Wednesday) at 10:00 a.m. to continue voting on the thousands of reservations submitted on a basic bill: the judiciary, which aims to change the composition of the committee for selecting judges.

Around 6 in the morning, the members of the opposition decided as a sign of protest not to continue justifying the reservations they submitted - and left the committee hall.



The members of the Knesset decided this way in protest of the announcement by the chairman of the committee, MK Simcha Rotman, about transferring the debate to the format of "the exception to the procedure" which stipulates that the reasons are concentrated on the reservations at the end of consecutive votes and not a separate vote on each reservation.



MK Yoav Seglovic (Yesh Atid) said that "this event is for him the most important legal event that has ever happened in the State of Israel."

The process that took place here is unacceptable by any measure.

We have no intention of participating in this show and the distribution proposed by the chairman of the committee. We will do everything we can within the limits of what the regulations allow us. That is why we will not participate in this celebration - and we will arrive when there are votes."



MK Gilad Karib (Labor) added, "I'm sorry that we are in this situation, both sides have a heavy burden for what went on here.

The discussions here were conducted most of the time in a way that radiated very little attention to our essential statements and did not contribute to creating an atmosphere of litigation.

There is no reason to invoke the exception to the procedure in such a dramatic law.

Twenty thousand reservations are not placed on the table.

There are a total of a little over five thousand reservations here, to two laws.

It would have been possible to have a discussion without using an exception and fix a little the atmosphere that has taken root here in the last few months.

According to the coalition's new proposal, the composition of the committee will be changed so that it will have 11 members, and it will be divided into two: a committee to select judges for the Supreme Court and a committee to appoint judges in lower courts.



The committee that will discuss appointments to the supreme court will consist of three ministers, three Knesset members from the coalition, two Knesset members from the opposition and three supreme judges, including the president.

In each term, in the first two appointments to the top, a simple majority of only six members will be required, so that the coalition can appoint them by itself, but from the third appointment onwards, a simple majority and the consent of the opposition representative in the third appointment and the judges in the fourth appointment will be required.



In the meantime, the special committee in the Knesset approved the fortification law for a second and third reading.

The proposal prohibits the removal of a sitting Prime Minister to Netzrat.

The bill will go up tomorrow for final approval in the Knesset plenum.

As mentioned, today the opposition submitted 5,400 reservations to the proposal to change the composition of the committee for the selection of judges in an attempt to delay the votes in the constitution committee and later also in the plenum.

The Speaker of the Knesset, Sagit Afik, and the Committee's Speaker, Gur Blay, claimed that due to the many reservations - some of the votes will be made in a centralized manner if it turns out that they are similar and not substantial.



The members of the opposition resented the move, saying that even though such a procedure exists in the Knesset - this is a bill that means "crushing democracy", and the process should not be shortened or the parliamentary tools at their disposal to delay the legislation.

Now, the committee has gone into recess in an attempt to reach agreements between the members of the coalition and the opposition on timetables for the discussion, although the opposition has announced that it does not agree in any way to any proposal and wishes to reason and vote on each reservation separately, a process that may take a very long time.
