Housing expenditure represents more than a third of the French household budget.

The wish to have better housing - bigger, better located, more comfortable - and to have access to property is regularly pointed out in surveys as one of their main aspirations.

The public authorities have fully understood the importance of this subject since they spend a whopping thirty billion euros each year on housing, albeit with questionable efficiency in view of the results.

If the reasons for this failure are subject to debate, the experts however agree on the obvious: if we want everyone to find a roof, it is necessary to expand the housing stock.

And yet, for two years, we seem, in Paris as in Brussels, to contrive to do everything… so that it decreases.

It is, of course, with the best intentions in the world that this disaster is orchestrated: the directive adopted on Tuesday 14 March in the European Parliament
