Social benefits: the government is banking on the entry into force of “payment at source” in 2024

To remedy the lack of recourse, a veritable sea serpent of social policies, the government is preparing to set up a simplified application system for the active solidarity income (RSA), the activity bonus and assistance personalized accommodation (APL).

These three services concern 90% of recipients, i.e. nearly 20 million French people.

payment at source

": in fact, it will be a pre-filled declaration model, similar to that introduced in 2020 for income tax, which the CAF will send directly to the beneficiary.

This system can be based on the data collected by the monthly resources system (DRM) which serves as the basis for calculating allowances.

In order to facilitate this pre-filled declaration procedure, the French will discover a new line on their pay slips, mentioning the net social amount, that is to say the amount serving as a reference for the calculation of social benefits.

The government wants all employers to be able to declare this amount for each employee, like net taxable income, by 2024.

The deployment of the system will be monitored by a Coordination Committee for Access to Rights (COCOAD), bringing together local elected officials, social security funds, but also solidarity associations and administration officials, indicates Public Service.

Presidential promise

The measure, which appeared in the campaign program of candidate Emmanuel Macron in 2022, has long been in the pipes of the executive.

Tests were carried out in several departments last year, as part of the “

zero non-recourse territories

” plan, to assess the validity of the system.

These experiments having proved conclusive, the government decided to extend the “

simplified request

” to the whole of the territory.

Eventually, the system could be extended to other social benefits.

In addition to remedying the phenomenon of non-recourse, the "

payment at source

" should also make it possible to fight effectively against "

social fraud

", as suggested by the Minister of Solidarity Jean-Christophe Combe last September.
