The lower house starts the ordinary period with an agreed agenda. If the proposal obtains the half sanction, it will go to the Senate, where the appointments of judges for Rosario are stopped.

After the agreement reached between the ruling party and the opposition, the Chamber of Deputies seeks this Tuesday to advance with the project to strengthen the Justice of Santa Fe, which, if it obtains the half sanction, will go to the Senate, where the appointment of federal judges to Rosario and the formation of a bicameral that is considered essential for the implementation of the accusatory system, claimed by that province to combat drug trafficking and organized crime.

The session convened at the request of the Frente de Todos began around noon and would last for about ten hours.

The agenda also includes a project to reform the Blood Law and the initiative by which the transfer of jurisdiction made by the province of Chaco to the national State for the creation of the Laguna El Palmar National Park and National Reserve is accepted.

The proposal that reinforces the judicial structure of Santa Fe promotes the creation of 27 federal prosecutor's offices, 15 of which will have a seat in Rosario and 7 in Santa Fe, reaches the campus with majority support from the deputies.

Specifically, this expansion of the judicial structure of Santa Fe foresees a fiscal cost of $7.5 billion per year, of which $1,568 correspond to the 50 positions that would be created from this initiative, according to data from the Congressional Budget Office.

In addition to the 27 federal prosecutor's offices, the establishment of 9 positions of Federal Official Public Defender with jurisdiction in the Rosario Federal District is also foreseen.

Added to this is the appointment of 9 federal criminal judges with guarantee functions, and another 6 with review functions.

But, strictly speaking, the implementation of this entire judicial structure depends on Cristina Kirchner, who keeps some projects that are claimed by the province governed by Omar Perotti in the Senate.

Not only is the approval of the lists of judges appointed for Santa Fe pending, but also the formation of the bicameral Monitoring and Implementation of the Criminal Procedure Code, which legislators from that province, both from the opposition and from the ruling party, is holding back , have been calling for the establishment of the accusatory system, essential to speed up judicial processes related to drug trafficking.

The truth is that the growth of drug violence in Rosario made it possible to unlock the paralysis of Deputies, where the opposition refused to give a quorum while the ruling party maintained its attack on the Supreme Court of Justice.

However, the crisis in Santa Fe forced the ruling party and the opposition to sit down to negotiate a project and also the call for a session that also had the support of the United Provinces interblock and the Federal Interblock - chaired by Alejandro "Topo" Rodríguez- made up of socialists, Identidad Bonaerense and Córdoba Federal.

Omar Perotti will be in Deputies to follow the debate on a key law to combat drug violence

To all this, the governor of Santa Fe, Omar Perotti, committed his presence in the debate in Deputies that deals with a key law to combat drug violence in his province.

According to what was confirmed to Clarín by different legislative sources, the provincial president will arrive in Congress between 1:45 p.m. and 2:00 p.m.

Previously, Perotti traveled to Córdoba where he met with Juan Schiaretti and his partner from Entre Ríos, Gustavo Bordet, with whom he discussed the axes of the Central Region's work agenda for the current year.

The other projects that are discussed in Deputies

In addition, the Chamber of Deputies will debate the Simplified Regime and Exchange Regime for Small Technological Taxpayers, also known as Mono-Tech, for professionals who invoice their knowledge-based services and for those who "participate in e-sports competitions (professional level). )".

In this way, it seeks to avoid the informality of workers who carry out tasks abroad, as well as increase the collection of foreign currency for unregistered export services.

The measure includes the exchange benefit of not liquidating the currencies and favors small exporters of knowledge-based services/e-gamers (whether self-employed or small groups), indicated from the Knowledge Economy Secretariat.

The project of the new tax scheme proposes 3 categories of annual income: up to US$10,000, up to US$20,000 and up to US$30,000.

Each category is established in accordance with the income ceiling and the integrated amount corresponding to each of them that will be paid, including income tax, social work and retirement contributions- and the amount to be paid corresponds to the categories established in the Regime D, F and H, they specified.

During the legislative plenary, the draft reform of the Blood Law will also be discussed to include the obligation to inform donors regarding the National Registry of Hematopoietic Progenitor Cell Donors (CPH), created by Law 25,392.

According to the project, donors will be consulted about their willingness to join the registry.

The project establishes that the Blood Bank is the technical-administrative entity integrated into official assistance establishments or official or private non-profit entities that will have as functions the study, clinical examination, selection, classification of donors and blood extraction;

classification and control of blood and its components;

and fractionation of blood to obtain components;

and the preservation of blood and its components for provision as needed.

In addition, it will seek to convert into law the bill by which the transfer of jurisdiction made by the province of Chaco to the national State for the creation of the Laguna El Palmar National Park and National Reserve is accepted.
