The mayor of Lyon calls for "an overhaul of the remuneration framework" of the municipal police

While the Lyon municipal police enter the protest movement against the pension reform, the majority union FO takes the opportunity to renew its demands for an increase in wages and staff at the town hall of Lyon, its employer.

The agreement signed in 2022 with the other unions after several months of mobilization had been shunned by FO, recalls the entourage of the mayor, Grégory Doucet (EELV), underlining an attractiveness plan of 550,000 euros.

At the request of the revaluation of the IAT (administrative and technical allowance), the environmentalist executive responds today that

“more than half of the workforce has benefited from an increase of more than 1400 euros gross per year ".

, adds the

Grégory Doucet therefore calls for a

“deep and rapid overhaul of the compensation framework

” at the national level for these category C agents, by upgrading the indices and allowances, as well as better retirement conditions.

On this last point, FO municipal police asks to benefit from the advantageous system of calculating annuities known as 1/5th applied in the national police.

It allows you to benefit from a bonus year for every five years contributed.

The municipality approves and recalls that the compensation scheme has hardly changed since the creation of the municipal police statute in 1994.

Recruitment still difficult

On the workforce side, the City of Lyon claims to have

“increased the recruitment of the municipal police by 30% compared to the former term of office”

.

With 107 recruitments over the first three years of office against 75 over the last three of the former executive.

FO, for its part, points to a significant turnover, in a context of strong competition between the municipalities due to the shortage of municipal police officers.

If the total workforce in Lyon has still been falling since 2018, this has been halted, to 297 agents.

“The target objective has been set at 365 municipal police officers, against 330 previously”

, specifies the town hall.

On the whole territory, there would be a lack of 4000 to 6000 municipal police officers according to the town hall of Lyon with

“40 annual departures of agents since 2019”

Including one in five for retirement.
