Release of a man imprisoned in November on suspicion of a terrorist act

A 22-year-old man indicted at the end of November for violence against a police officer in connection with a terrorist enterprise and imprisoned, was released on an electronic bracelet on Monday, AFP learned on Thursday from a source familiar with the matter, confirming the Dauphiné Libéré .

In its judgment consulted by AFP, the Paris Court of Appeal considers that the provisional detention of this Frenchman "

no longer appears essential either for the needs of the investigation, nor as a security measure

" and that his placement under an electronic bracelet with judicial supervision "

now appears relevant

".

Suspicious trips

At the beginning of November, the DGSI (French internal intelligence service) had reported to the Annecy prosecutor's office the trips the same month to Kosovo and Saudi Arabia of this man with a suspicious profile, already convicted in 2018 and 2019 for terrorist offenses.

Internal intelligence believed that Noé E. should have reported his movements beforehand, but according to the judgment of the Paris Court of Appeal, he had in fact no longer been required to do so since the beginning of October.

An investigation has been opened.

Placed in police custody, Noé E. made lesbophobic remarks towards a police officer.

His police custody was extended to this new offense.

Hearing of this, he “

ran out of his jail

”.

According to the judgment and a video in the file, he threw himself violently on a policeman, twice trying to grab his weapon and shouting "

Allah Akbar

", before being overpowered.

In view of these elements, the Pnat seized on these facts, opened a judicial investigation, and Noé E. was indicted on November 25 and then imprisoned.

Since then, the investigating judge has asked three times for his release on an electronic bracelet.

The Court of Appeal refused twice before accepting his release from Fleury-Mérogis prison (Essonne) on Monday.

A psychological report released on March 9 evokes "

a rational and factual statement, without psychological disorder in a man who can criticize his past membership in Daesh (Islamic State organization, editor's note) without understanding why he was taken into custody

" .

This release is a relief.

The facts with which he is charged have nothing to do, either directly or indirectly, with acts of a terrorist nature
