Ricardo Lorenzetti's harsh conclusion: "We are disorganized in the face of organized crime"

The Supreme Court judge reiterated the need to reach consensus. Together with the director of IERAL, Carlos Melconian, they spoke this Thursday at the Stock Exchange about the 'Challenges of Argentine governance'

The Supreme Court judge spoke at the Stock Exchange, during the seminar "Challenges of Argentine governance", which he led together with the director of IERAL,

Carlos Melconian.

In an unusual political tone in public and with strong support for the economist, who later spoke under an organization set up by the Mediterranean Foundation, Lorenzetti asked

 "to think about how we achieve stability, as statesmen and looking at the long term

. "

He said: "This does not depend only on people but on institutional incentives."

The minister of the Court was of the opinion that it was "primary to restore confidence through

stable rules".

Along these lines, Lorenzetti explained:

“Permanent change undermines trust.

Ground rules are needed to avoid systemic polarization

.

Regarding the ways to achieve it, he added: “Decisions need to be decentralized to achieve innovation in public policies;

escape from a permanent electoral regime to implement long-term decisions and not thinking about the next election;

it is essential to achieve consensus and get out of the logic of the permanent dispute of spaces”.

Lorenzetti avoided the press directly and did not touch current issues such as phone hacks and the complaint by his colleague Horacio Rosatti - in whose name they took out four phone lines without his knowledge -;

the Supreme Court trial opened by the Government;

the corruption cases against Cristina Kirchner and the transfer of land from the Army to a Mapuche community, which the highest court ordered to stop.

For the former head of the Court, sometimes consensus cannot be reached in a general way, but rather it is

about "crossing visions":

"it is not that all people think the same about all issues, but it can be reach specific consensus”, he stated.

At the end of Lorenzetti's presentation, the economist Melconian spoke for 35 minutes and the room was still full.

And among the different personalities present were

Martín Cabrales, José Urtubey and Sebastián Bagó,

 among others. 

Melconian intertwined the points discussed by Lorenzetti with the comprehensive economic program that is currently being developed at the Mediterranean Foundation:

"Our program is disruptive, of regime change, but with effective institutions

," he began.

He also distinguished the "effective institutionality" from the "empty institutionality", which according to him is valid today in Argentina.

And he continued: “Our politically mature democracy has not been able to show economic results in line with the expectations and needs of society.

Contempt for economic institutions and their degradation has been one of the main causes of the previous bad economic results”.

Melconian explained that “

reforms are not done in a day, but one day they start.

Then the reforms are dynamic, they continue over time building on what has been done.

In Argentina we experienced the reform in a decade, and then we went on to the counter-reform, in the totally opposite direction”.

The economist asked to work "for the irreversibility of the changes."

The Director of IERAL said that it was important to recover "a fundamental economic institution such as the budget":

"We are working on a budget with fiscal balance."

Melconian spoke of

“patriotism”

during this year and for the start of the new government: “Patriotism and coexistence are fundamental elements in the transition from one government to another.

It is about ensuring legal security, avoiding traumatic solutions, and that there is cooperation between those who leave and those who enter, ”he said.

And he added: "We have to guarantee that unsustainable sectorial benefits stop being given over time."

Finally, Carlos Melconian detailed five examples to recover institutionality, among which are "fiscal balance in the budget, the federal relationship between the Nation and the Provinces, a credible monetary policy, a decentralized social assistance policy and competitive reform of the private sector”.
