Fuel shortage: nearly 40% of Ile-de-France resorts in difficulty, 10.5% nationally

FIG DATA - Several refineries and depots are blocked in protest against the pension reform. What is the situation at the pump in your department?

Are the queues in front of petrol stations back?

Five months after the strikes in the French refineries, a new social conflict disrupts the supply at the pump.

In question: the paralysis of these same refineries by the CGT-Chemistry to oppose the pension reform.

In recent days, blockages have intensified in these production sites as in some of the 200 depots in France.

According to calculations made by

Fig Data

from public data

,

10.5% of service stations in the country did not have, this Monday at 1 p.m., either gasoline (SP98, SP95, E10) or diesel.

In all, 27 departments identify at least 10% of stations in total or partial rupture.

Like last October, the difficulties vary greatly depending on your department.

For several days, the Paris region has remained the most affected area.

In the Val-de-Marne, nearly one out of two stations is partially (39.8%) or completely (9.6%) out of service.

Same thing in the capital, where 37.5% of pump attendants report shortages.

A similar figure in Hauts-de-Seine (52.6%) or in Essonne (42.9%).

Loire-Atlantique, the territory most affected in the previous weeks, currently has 13.4% of its stations “

in difficulty

”.

In the Bouches-du-Rhône, 22.6% of the positions remain out of stock.

With the exception of Haute-Garonne (15.9%) or Marne (13.2%), the south-west and the north-east quarter appear relatively spared.

Regarding Ile-de-France, two strategic refineries have stopped production for several days, that of Esso-ExxonMobil in Port-Jérôme-Gravenchon (Seine-Maritime) and the site very close to TotalEnergies in Gonfreville-L'Orcher , but their fuel stocks are full.

The first renewed its movement on Wednesday until the next national day of mobilization on April 6, but the unions agreed to release a “

small volume

” of fuel.

Monday evening, the union of oil companies (Ufip) indicated that service stations should experience an improvement this week.

"We're off to a bad start to the week, but I think things will improve significantly during the course of this week

," said Olivier Gantois, president of Ufip.

“On the other hand, there is a hard point, it is lead-free in Ile-de-France”

.

In addition to the Normandy refineries, many production sites are still blocking their shipments: that of TotalEnergies in Donges (Loire-Atlantique), or, further south, the PetroIneos refinery in Lavéra (Bouches-du-Rhône).

Shipments also take place sporadically at the Esso-ExxonMobil refinery near Fos-sur-Mer.

They also resumed a few days ago at the TotalEnergies refinery in Feyzin (Rhône), as well as at the Flanders depot.

The SP98 returns above two euros

On the price side, the refinery blocking movement caused a slight jump.

Gasoline thus rose by two cents this week, with the liter of SP98 now stabilizing above two euros.

It is however ten cents more than at the beginning of the year, under the effect of the end of the rebates granted by the government and by TotalEnergies.

Diesel cost an average of €1.83 per liter on Monday, down slightly.

Methodology:

For the national or regional figures, we used the public data available on prix-carburants.gouv.fr (annual files), which centralizes the declarative data of service stations.

Only service stations in mainland France that sell more than 500m3 of petroleum products per year are taken into account, excluding E85 and LPG, which are much less used.

We considered that a station usually distributes a fuel if it declares at least one shortage or a price variation in 2023 for this fuel.

Like the Ministry of Energy Transition, we considered that a place of supply is not out of gasoline if it is still powered by at least one of the three types of this fuel: SP-98, SP-95 and E10.

A station is considered "

in difficulty

" if:

  • It is in total rupture at 1 p.m. on all of its fuels distributed (gasoline or diesel).

  • It is partially out of service at 1 p.m. – either of gasoline or diesel – when it usually distributes both.
