The freedom to set a speed limit of 30 in town

– 608 cities, municipalities and districts are taking part nationwide, now Planegg is also joining the initiative “Cities worth living through reasonable speeds”.

The SPD motion of the same name found a clear majority in the municipal council, against four votes: Mayor Hermann Nafziger, Michael Book, Giovanni Sammataro and Philipp von Hirsch (all CSU).

The initiative comes from the German Association of Cities.

The aim is to change the road traffic regulations.

The yellow sign at the town entrance currently indicates a maximum permissible speed of 50 kilometers per hour.

The initiative wants to place the decision-making authority with the municipalities and thus enable a reduction in the standard speed in built-up areas to 30 kilometers per hour.

The position paper states: “Cities and municipalities need a new legal framework for road traffic that enables them to arrange 30 km/h as a traffic-related, socially, ecologically and architecturally appropriate maximum speed where they consider it sensible – including for entire streets in the main road network and if necessary also city-wide as the new maximum speed limit.

50 km/h on Kettelerstraße Süd

In Planegg, 90 percent of the streets are already subject to a 30 km/h speed limit. "That has always been town hall policy, we are already a role model," says Managing Director Stefan Schaudig.

The municipality is also committed to speed limits on district and state roads.

In Germeringer Strasse West, a district road that has been decided to be upgraded to a state road, the wishes of the public and the tenacity of the administration led to the speed limit that has been in force at night since 2011 being lifted in 2019 and now a maximum of 30 km/h around the clock allowed are.

Eva Schreier (gG21) sees further potential for speed limits.

"There's still a lot to do," she says, referring to Kettelerstrasse: the speed limit is 30 km/h north of Germeringer Strasse, but 50 km/h is permitted in the short stretch south of Germeringer Strasse to Münchner Strasse.

Another example of a need for action is Pasinger Strasse: between Bahnhofstrasse and Germeringer Strasse there is a permanent 30 km/h speed limit, north of Germeringer Strasse in the direction of Graefelfing only at night.

“It is an impertinence for road users.

That should be simplified.

The forest of signs that we produce is not effective,” says Schaudig.

If the road traffic regulations are changed so that Tempo 30 becomes the standard speed, "you could save a lot of signs in Planegg".

"Reversal of the legal position"

Roman Brugger (SPD) sees joining the initiative as a “statement to the outside world”.

He speaks of a "reversal of the legal situation" if the initiative achieves its goal: "Tempo 50 will then be the exception.

A 30 km/h sign is put up at the entrance to the town and then that’s a clear story.” Brugger continues: “Pressure has to be built up so that the road traffic regulations are changed.” Noise pollution is decreasing and the streets are becoming safer for cyclists and pedestrians, according to the SPD.

Michael Book turned down the request because he saw no need.

Mayor Nafziger argues in a similar way: “We are in a good position anyway.

I see no point in burdening our administration with work.

That is a pragmatic decision.”

In the Würmtal, Planegg isn't the only municipality to join the initiative "Cities worth living through appropriate speed".

The Neurieder municipal council spoke out in favor of this step at the end of February.
