2023-04-05T22:43:45.313Z

Together with Télam, Radio Nacional and TV Pública, this year the public media will have a deficit of $30,434 million.

The Minister of Economy, Sergio Massa, issued a Resolution that certifies an operating loss of $1,750 million for this year in

the state company Contenidos Públicos Sociedad del Estado (CPSE)

, which manages the channels Encuentro, Paka Paka, DeporTV, Acua Mayor, Acua Federal, the Contar and Bacua platforms, together with the Audiovisual Production Center.

The state company CPSE will have

operating income of $50 million and operating expenses of $1,800 million

, according to Resolution 360 published last Wednesday in the Official Gazette, which has just now been published and which approves the "Action Plan and Budget for the exercise 2023" set by the National Congress.

This Public Content deficit is added to the $5,735 million that the Télam

agency will lose

and another $22,949 million in

Radio y Televisión Argentina

, the company that manages

Public TV

and

Radio Nacional

.

In total, the government plans

an operating deficit of $30,434 million in public media

, according to the budgets approved for this year.

Radio y Televisión Argentina (RTA), the company run by Rosario Lufrano,

will have advertising revenue of 930 million pesos and operating expenses of 23,879 million, according to Resolution 131, signed by Massa approving the "Action Plan and Budget for the year 2023" set by the National Congress.

While in Resolution No. 323, it is established that this year

the Télam agency, whose president is Bernarda Llorente,

will have operating income of $12,288 million and expenses of $18,023 million.

Clarín

tried to communicate with Rosaura Audi, president of Public Content (CPSE), to have an explanation of the expenses and expenses of the state company,

but the official referred the consultation to Jésica Tritten, general manager of the state company.

When Tritten was consulted by

Clarín

about the increase in the number of employees that appear in the budgets approved in the last two years, the official explained that "due to a methodological issue, only indefinite-term contracts were registered" in the 2022 budget, while now all contracts are included.

Since last July 21, "it is not authorized to appoint or hire personnel of any nature, and it has remained below the current staffing at the time Decree 426/22 came into force, which was 263 people

under

any hiring modality", assured the general manager of CPSE.

But the official

refused to give the data

on how many people they had in both periods under any type of contract, in order to compare their evolution.

Regarding the deficit, Tritten stated that "it is convenient to clarify that

what you call 'deficit' is the company's budget

established by the National Treasury and presented to Congress at the time of raising the National Budget project."

"The Encuentro, Pakapaka, DeporTV signals are educational television channels that comply with the National Education Law, which establishes that they are tools for the educational system, therefore, they are non-profit educational signals, they do not have advertising batches

and It is financed by the National Treasury.

Its existence is a State policy and Argentina has one of the best educational televisions in the world," Tritten told Clarín.

And he highlighted that the CPSE's budget contemplates its own income for this year of $50 million, through the

rental of the Animar Mocap special effects studio,

co-productions with other organizations and companies, advertising at sporting events and the sale of its own productions.

In one of the annexes to the Resolution approved by Minister Massa last week, it was stated that "the CPSE's annual budget conforms to the budget annually assigned by the National Administration and for the generation of its own income, a process that began in the first years of operation and that

seeks to achieve the economic sustainability of society in the long term"

.

"Within this framework, the commercial strategy of the company

contemplates the generation of additional income

from co-productions, exchanges, commercialization of spaces and productions, and provision of services," said the Government, in the official Resolution that approved the expenses of the State company Public Content.

A specialist consulted by

Clarín

highlighted the need to reduce expenses and increase income.

But he said that "if the national government, state companies and decentralized organizations allocate

10% of their official advertising

to national public media, that money could be an alternative source of financing, as was achieved with the National Communications Entity , where the funds come from the private sector".

In any case, the audiovisual industry specialist recognized that these funds would be scarce given the growing level of operating deficit that public media have.

And he gave

the example of Radio y Televisión Española (RTVE)

, which "finances itself mainly with taxes on private companies in the communications sector."

One of the main items where opposition politicians focus is on the

salaries of employees of the public media

, since their leaders assured that a large part of the deficit is due to expenses in employees and managers, since Their salaries are usually above the average paid in the audiovisual industry.

For this reason, another specialist in the sector, who analyzed for

Clarín

the Public Content budgets of the last two years, highlighted that in December 2021

The company had a budget stating that

it had 179 employees, while a year later it had 263 employees.

"More than 60% of the current budget for Public Content is used to pay its employees," added the sector specialist.

The President of Public Content

Rosaura Audi

is the president of the state company Contenidos Públicos Sociedad del Estado (CPSE).

But when asked by

Clarín

, Audi said that "notwithstanding the fact that I am the main representative of the shareholder, the State, and therefore I chair the board of directors, the technical issues of budget management are in charge of the general manager, Jésica Tritten, as well as the executive functions of the administration".

Prior to assuming the position of president of CPSE, Audi was

responsible for communication of the private company Lakaut

, specialized in solutions for foreign trade in areas such as digitization, document management and digital signature.

In addition, she was a journalist specializing in international and environmental issues, worked at the Télam and ANSA agencies, developed a Latin American portal for Grupo Octubre and was

director of dissemination for the Ministry of Culture

in the management of Cristina Kirchner, among other activities.

But the most controversial facet of Rosaura Audi was as Fabiola Yáñez's tutor professor at the University of Palermo, where she made the first correction and

approved with 10 the final integration work of the current first lady

, in 2013, so that she would give the graduation colloquium with which she was received with plagiarism as a Bachelor of Journalism.

At that time, Professor Audi did not realize that 35% of the content of Yáñez's integration work consisted of

20 pages copied and pasted verbatim from Wikipedia

, without citing the source of information, which also had nothing to do with the subject. of the thesis.

Yáñez's former teacher

was first appointed as director of Signal Coordination and Audiovisual Strategic Planning in the Media Secretariat, in 2020, under the government of President Alberto Fernández -Yáñez's partner-.

And then she was promoted, in May 2021, as Undersecretary of Media and Public Communication of the Nation, a position that she exercises simultaneously with the presidency of the company Contenidos Públicos Sociedad del Estado.
