(ANSA) - ROME, 07 APR - The Ministry of Education has launched a plan for the permanent hiring of teachers with the decree law approved by the Council of Ministers, pending the holding of the competitions envisaged by the Pnrr.

This was stated by Minister Giuseppe Valditara underlining that "with the plan that we have decided to support the measures envisaged by the Pnrr, we aim to create the conditions for the regular start of the next school year, ensuring didactic continuity for students, the quality of teaching and the reduction of precariousness".

From the ministry then comes a "prompt and significant" response to students with disabilities "with the most significant introduction of support teachers in recent years, making recruitment procedures more selective".

Furthermore, the minister continues, the dicastery is in the process of launching an insolvency procedure for teachers who have completed 36 months of service or are in possession of 24 university credits". Finally, with the decree "interventions are made on the methods of of the competition for technical managers with inspection functions of the Ministry of Education, in order to unblock the procedures for the relative recruitment, which have been stopped for years".

There could be around 24,000, mainly on support, the hiring envisaged by the extraordinary recruitment plan launched this evening by the Council of Ministers, according to what ANSA learns.

"The green light from the Council of Ministers for the stabilization of a part of the contracts of the school's teaching staff is very important. Overcoming the precariousness is a primary objective to be achieved as soon as possible, starting with the stabilization of the teachers who have gained experience over the years

We look forward to proceeding as soon as possible with the coverage of the over 100,000 places currently available, a condition which will also favor the quality of the training offer and teaching continuity", comments Ivana Barbacci, Cisl School secretary

.

The document approved tonight in the Council of Ministers should also concern the postponement of the permanence constraint for new recruits to have time to investigate the issue with the social partners, the elimination of the need for a teaching qualification to access the courses of specialization in support with three years of specific experience in the last five, the scrolling of suitable candidates for ordinary competitions and the issue of foreign qualifications, as Mario Pittoni, head of the Lega's Education department, informs.

"The extraordinary recruitment phase was good, however some issues remain unresolved such as that of the restrictions on mobility. We are partially satisfied with the draft of the decree which also contains provisions for the school, if confirmed. the support teachers leaving out the teachers on the common post.It is a transitional solution valid only for the school year.

2023/24.

Furthermore, on this point, we believe that recruitment from the provincial GPS rankings for specialists in support and enabled must be transformed into a structural measure over time.

The question of restrictions on mobility also remains unresolved since the release of newly hired teachers postpones the problem by a year - they will be blocked from next year - while nothing is envisaged for "restricted" teachers who have obtained and will obtain, in fact, a movement in another province". Thus Giuseppe D'Aprile Uil School secretary on the decisions taken tonight by the Council of Ministers concerning the school. For the Anief union however, "without the double channel it will be a failure" and next school year the substitute teachers there will be 240,000 with this year.
