Bordeaux: a metropolitan citizen reserve to help emergency services in the event of a crisis or risky situation

The community will soon inaugurate a citizen reserve, made up of around fifty volunteers, to support the public rescue and emergency services during serious events (heat waves, floods, fires and epidemics).

Lending a hand to those whose job it is to help is the mission of the future metropolitan citizen reserve, which Bordeaux Métropole intends to set up this year.

This device, voted during the metropolitan council of March 31, wishes to help public relief and emergency services, as well as civil security or mutual aid associations, "without replacing or competing" with

these

services.

The metropolis is exposed to a certain number of climatic or technological risks

", recalls Alexandre Rubio, adviser on the management of flood and technological risks, bearer of the deliberation adopted by the agglomeration.

This system is therefore aimed at "

those who wish to come and support and help the emergency services and public services in times of crisis in order to be able to ensure the necessary continuity of service

".

To apply, all you have to do is live in one of the 28 municipalities of the metropolis, be of legal age, enjoy your civil rights and not have a criminal record.

Applications are open through an online form until April 19 and those selected will be interviewed on June 12.

200 volunteers throughout the metropolis

Once trained, reservists can be mobilized for a maximum of 15 days a year, “

except in the event of major events

”.

About fifty volunteers will be recruited for this first edition, “

in order to best structure the system which will gain momentum in the following years

”.

The objective is to quickly reach 200 people in metropolitan France.

For now, the cost of implementing this reserve is estimated at 15,000 euros for the first year.

The missions that the members of the citizen reserve will be called upon to carry out may take place either before risk situations (awareness of risks, civil security exercises), or during crises (alert to the population, monitoring of vulnerable people, logistical support rescue operations, etc.) or after a risky situation (cleaning, management of donations, administrative support).

This will make it possible to support the emergency services and, above all, the municipalities during the occurrence of any crisis

", explains Alexandre Rubio, by making this citizen reserve "

available to mayors

".

The community sees in this tool "

a lever to ensure, during emergency or crisis situations, coordination of volunteers at a single point which will facilitate exchanges with the crisis management services

", and also "

an opportunity to strengthen sense of belonging to the metropolis

".
