Going against the scheme of agreements by quarter that established the last negotiations, although incorporating the monthly update of salaries, the Health Union Federation
agreed
on Monday with the business chambers of health service providers, clinics, sanatoriums and hospitals
a salary increase staggered 50% for six months
, which will be financed with a
rise in private medicine fees
.
The understanding between the union led by
Héctor Daer
, one of the members of the
CGT leadership
triumvirate , and the Argentine Federation of
Health Providers (FAPS)
established that the salary increase will be applied for the April-September period (a month the validity of the parity) and will be implemented in
6 monthly installments
: 9% in April, 9% in May, 8% in June, 8% in July, 8% in August and the remaining 8% in September.
That same month, union representatives and employers will meet again to negotiate the increase that will be in force from October, as established in the
review clause
established in the agreement.
The new increase will benefit more than
220,000 health workers
and will take the basic agreement for the nurse category from the current $195,000 to
$255,000
once all sections of the increase are completed, according to sources in the negotiation.
The recomposition agreed for the Health personnel will be transferred as of June to the amount of the
fees that the prepaid companies charge their clients
.
Héctor Daer, head of Health, signed the salary increase for workers in the sector.
Thus it was established in an
additional understanding
that the FAPS, on behalf of chambers such as ADECRA, CEDIM.
CEPSAL, Confeclisa, CADIME, AAEG, AISAME, FEM and AHC, signed with
private medicine companies
and the authorities of the Superintendence of Health Services (SSS) by which it was agreed to "
modify the transfer percentage (of the salary increase) to the 92% minimum
" and based on the Health Cost Index reported by the state body.
In addition, as indicated by the FAPS in a statement, through this agreement it was also provided that
the PAMI will add 16% to its budget
destined to finance the increases in benefits due to parity, which will be added to the initial forecast of 60 %.
"
With this guarantee of financing, we reached a new agreement for the
2023 joint venture," said the business entity.
The closing of the parity of one of the main heads of the CGT
differed
from the scheme on which the majority of the unions of the labor union that have already closed their agreements or will do so in the coming weeks decided to advance:
short agreements of up to three months with average increases of 20%.
Just last Friday, at the same time that INDEC released the 7.7% inflation rate registered in March, accumulating 21.7% in the first quarter of the year, two of the most important associations of private activity, those of Commerce and the Uocra, which brings together about 1.6 million workers, announced the closure of their respective joint ventures under this scheme.
The Trade
Employees Union
, headed by Armando Cavalieri, signed a 19.5% increase
for the April-June quarter
that will be implemented in three equal non-cumulative tranches of 6.5% and will bring the basic salary of the activity to $ 220,000, once the entire increase is completed.
In turn, the
Construction Workers' Union,
the union led by Gerardo Martínez, agreed with the Construction Chamber on a first quarterly recomposition within the framework of the sectoral parity that will reach 22
% and will also be implemented in three installments
: 10 % from April, 8% in May and the remaining 4% with June salaries.
Minister Kelly Olmos and the head of the UOM, Abel Furlán, during the signing of the joint agreement for metallurgical activity.
The two agreements replicated the model consecrated a couple of weeks ago by
the UOM union
in the negotiation of the metallurgical industry, where a staggered salary increase of 18.8% was established for a period of three months.
The commitment to subscribing quarterly increases with increases that are applied monthly, which opens the door to a kind of
monthly indexation of salaries
that replicates the evolution of inflation, supposes -in addition- a
distance from the original idea of the Minister of Economy, Sergio Massa,
who wanted to corset the parities in a pattern of 60% or two semi-annual agreements of 30%.
In order not to lose ground in the face of rising prices, the unions opted to move forward with a scheme of almost permanent revisions.
