Air traffic control or wind power? Mayors in the northern district are calling for clarity

The specifications of the German air traffic control make it difficult for the mayors in the northern district of Munich to find a location.

The specifications of the German air traffic control make it difficult for the mayors in the northern district of Munich to find a location.

District

- Like the southern municipalities, the municipalities in the north and east of the state capital Munich also want to rely on wind power in the future - but still see obstacles everywhere.

Above all, the requirements of the German air traffic control (DFS) complicate the search for a location.

Rotating rotors could interfere with the signals from the radio beacons and jeopardize the correct navigation of the pilots and controllers.

The eight mayors of the Northern Alliance (Eching, Garching, Hallbergmoos, Ismaning, Neufahrn, Oberschleißheim, Unterföhring, Unterschleißheim) are now demanding that the conflict be resolved so that the previously difficult or impossible construction of wind turbines in the vicinity of the airports is possible.

They sign a corresponding resolution on May 2nd.

Conflict between air traffic control and wind power "does not exist in this form"

DFS reports that the “apparent conflict in public perception” that is being raised in the region around Munich Airport on the subject of “air traffic control and wind power” does not exist in this form.

DFS spokeswoman Anja Naumann says that DFS is now using a new calculation formula for the individual checks in the area of rotating radio beacons: In almost all system protection areas, the radii have been reduced from 15 to seven kilometers, including in the municipality of Poing, which is relevant for many wind power projects in the north-east is: "Like many other similar systems, the rotary radio beacon in Ottersberg has been modernized," emphasizes the DFS spokeswoman.

Mayor Alexander Greulich (SPD) is still skeptical because the examination has so far amounted to individual decisions.

In 2013, Ismaning initiated a plan approval procedure for a wind turbine together with Hallbergmoos.

Due to objections from the DFS, it was rejected.

In the meantime, the conditions have changed, says Naumann: "Ismaning should submit the project again, the conflicts that have been opened up to now no longer exist.

The framework conditions have improved, so the chances are good.”

Lots of hurdles and obstacles

But for Greulich, the Gordian knot has not yet been cut: "If we look at the Energy Atlas of Bavaria, we are still completely in the no-go area." At the end we get a rejection again.” There are “a lot of hurdles and obstacles”.

He hopes that the district administrators will increase the political pressure and pave the way.

Cancellation for wind turbine on the research campus

The city of Garching has also received a rejection for its planned wind turbine on the research campus.

The district office recently rejected the building application because of DFS concerns: A runway for the police helicopters at the airport in Oberschleißheim would have to be moved.

The city is now complaining to the administrative court: "What has priority, energy transition or air traffic control?" Asks Mayor Dietmar Gruchmann (SPD), "Elsewhere in Germany, air traffic control concerns can also be dispelled."

Unterschleißheim would need four wind turbines

The city of Unterschleißheim would need four wind turbines to cover its electricity needs in a climate-neutral manner.

But it too failed due to the conflict between wind power and flight safety.

Exactly where, according to Mayor Christoph Böck (SPD), there are possible locations, the government of Upper Bavaria banned construction in 2011: One reason is the "circumstance pattern" of the Schleissheim airfield.

Airplanes make a circuit when they are unable to land.

Unterschleißheim is hoping for movement so that this route can be relocated after all.
