The traffic light dispute over the reform of the climate law is coming to a head.

Berlin – It continues to rumble in the traffic light coalition.

After a mammoth meeting in the coalition committee, the SPD, FDP and Greens had agreed to amend the climate protection law.

The Greens in particular had to put up with criticism from environmentalists as a result.

At the beginning of the week, the Expert Council for Climate Issues also expressed concerns about the planned change in the law.

A Green then brought a blockade of the reform in the Bundestag into play - to the annoyance of the FDP.

A rapprochement is apparently not in sight.

FDP urges discipline

The Liberals warn their coalition partner to be disciplined.

"The Greens should not torpedo jointly made resolutions, but rather work constructively on climate protection projects in our country," demanded the climate policy spokesman for the FDP parliamentary group in the Bundestag, Olaf in der Beek, when asked by

This was in der Beek's response to announcements from the Greens parliamentary group.

Lisa Badum, Chairwoman of the Greens in the Committee on Climate Protection and Energy, told the

"I will not sign any unconstitutional climate protection law." Report presented on Monday.

Green Group Vice Julia Verlinden also expressed concern on request.

"I share the concern of the Expert Council for Climate Issues that a relaxation of departmental responsibility increases the risk of future missed targets." The Greens politician added with a view to the constitutional concerns of the experts: "Any possible change to the Climate Protection Act must be before the Federal Constitutional Court.

And to do that, we need reliable and visible targets that all sectors are committed to.”

Verlinden also indirectly held the FDP responsible.

“Areas that have hitherto missed their targets are being particularly closely monitored,” said the MP.

The transport and building sectors missed the target for saving CO₂ last year for the third time in a row.

Transport Minister Volker Wissing (FDP) recently refused to present an immediate climate program for his department, to the outrage of the Greens.

Will the climate law reform in Karlsruhe fail?

Expert advice expresses concerns

The Expert Council expressed constitutional concerns about relaxing or abolishing the budget principle.

This means the specification that only a certain budget of CO₂ may be emitted.

This approach is “essential in terms of climate protection” and, from the point of view of the Expert Council, must be retained.

The experts also criticized a threatening "softening of the express departmental responsibility".

The amendment provides that the federal government only needs to take action if the overall target for saving CO₂ is exceeded.

This step increases "the risk of missing targets in the future," emphasized the deputy chairwoman of the expert council, Brigitte Knopf.

FDP wants to stick to reform - more flexibility instead of "softening of climate targets"

Wissing's party, on the other hand, is more relaxed about these warnings.

In der Beek at least partially rejected his concerns about

.

"With the cross-sectoral accounting already decided in the coalition agreement, there is no softening of the climate targets, but more flexibility to save emissions quickly and cheaply in places where it is possible," he said.

According to the FDP, a softening of departmental responsibility would bring advantages in the future.

"Especially in the sluggish sectors of transport and construction, measures decided today only take effect later, but all the more effectively," continued in der Beek.

"So it's about using this leeway instead of running after actionist immediate programs."
