The revegetation permit is a free authorization to install revegetation devices in public spaces.
The greening permit applies only to public roads.
It does not give the right to flower private spaces, nor parks or squares in the city.
Initiated by the city of Paris in 2015, it has now become more widespread in many other French municipalities.

What is its legal basis?
The permit to revegetate can be authorized by a town hall on the basis of article L2125-1, 2° of the General Code of the property of public persons.
The authorization to occupy or use the public domain is issued free of charge when it directly contributes to ensuring the conservation of the public domain itself.
This is the case with the permit to vegetate.
No fee can then be demanded.
Is the permit to vegetate compulsory?
No, local authorities are not
required
to provide permits for revegetation.
On the other hand, you do not have the right to garden in your street if you have not been authorized to do so by your town hall.
Who can apply for permission to green their street?
The permit to revegetate can be requested by a natural person, an inhabitant of the municipality, but also by a legal person, for example an association.
Some municipalities do not accept individual applications.

How to vegetate your street?
Each town hall can initiate its own application procedure for a greening permit.
It is therefore necessary to contact the latter to find out the steps to follow.
The request is made:

available on the town hall's website.
Directly at the counter of the town hall.
You must indicate the address of the site to be revegetated, the types of plants that will be put in place, and give precise details of the project.
Once the application has been submitted, the municipality carries out a feasibility study of the greening project:
If it is validated, you receive a temporary authorization to revegetate.
This is the permit to vegetate.
It is time limited.
If it is refused, it can be placed on a waiting list and re-studied the following year.
The authorization is most often accompanied by a city greening charter, to be signed and respected.
It can provide that once the development is in place, the person takes responsibility for watering, regular maintenance, cleaning, throughout the year.
But also to garden eco-responsibly and to choose plants adapted to the environment.
