The Knesset will return from recess on Monday, but in accordance with the decision of the coalition leaders, the legal reform legislation will not be advanced in the first month of the summer conference. Netanyahu avoids answering what the "deadline" is for its suspension, and in the meantime the budget is expected to be promoted first and foremost, as well as the law on arrangements, gifts, and electronic restraint

The Knesset will return from recess this week, and the summer session of the 25th Knesset will open this Monday with a festive meeting.

However, the coalition faces many challenges such as the state budget, the outline of the exemption for the ultra-Orthodox from enlisting in the IDF, controversial legislative initiatives as well as the legal reform.

The talks that have been going on for the past month at the President's residence on the legal reform have not yet produced significant agreements between the representatives of the coalition and the representatives of Yesh Atid and the state camp, but the leaders of the coalition have decided that in the first month of the summer conference the controversial legislation will not be promoted - within the framework of which significant changes in the legal system will be brought forward.

Prime Minister Benjamin Netanyahu has so far refused to answer what the "deadline" is, and when asked specifically what will happen if there are no agreements, he evaded.

On Thursday, during his speech at the right-wing demonstration in Jerusalem, Justice Minister Yariv Levin implicitly accused the opposition of rejecting any compromise proposal.

If the conflict between the parties continues - will Netanyahu return to the original legislative path, postpone its advancement once more, or shelve it completely?

Until an answer is given - the legal reform will remain one of the significant issues in the upcoming Knesset conference, even though as mentioned it is frozen until further notice.

In the meantime, the coalition will devote the next month to the approval of the budget for the years 2023-2024, as well as the law of settlements.

The Finance Committee of the Knesset has started in the last two weeks to hold marathon discussions, and these are expected to increase their pace in the next two weeks as well.

The other Knesset committees also joined her.

The coalition has 64 Knesset members, but as every time the Knesset approves a budget, there is an expectation of a nerve-wracking battle of hand-wringing between the government ministers and the coalition parties and the Ministry of Finance.

The Knesset must pass the budget law by May 29, and if it is not passed by then, according to the law, "it will be seen as if the Knesset has decided to dissolve it."

The opposition is also expected to take a significant part in the battle against the government with the approval of the budget, and will try to emphasize the promises of the government ministers and coalition members from the past to fight the cost of living, a struggle that did not receive enough expression in the upcoming budget.

Along with approving the budget, the ultra-Orthodox factions demand that the issue of exemption from IDF service for ultra-orthedim whose "Torah is their art" be settled as soon as possible. On the eve of the formation of the last government, Shas and Torah Judaism agreed with Prime Minister Binyamin Netanyahu that the "conscription law" would be enacted before or at the same time as approval The budget in the Knesset.

Recently, Netanyahu and coalition officials demanded that the ultra-Orthodox withdraw from the agreement, citing a tight schedule, but also due to the growing public protest against the issue of non-conscription of the ultra-Orthodox.

Some of the factions, the Torah Flag led by MK Moshe Gafni and the Shas led by MK Aryeh Deri, agreed to the request, but the Agudat Israel led by Minister Yitzhak Goldknopf objected and promised to come back with an answer later.

If it is decided to promote a new outline - Netanyahu will have a proposal put forward by Finance Minister Bezalel Smotrich, with the agreement of Defense Minister Yoav Galant and the IDF as well as the ultra-Orthodox factions, according to which the age of exemption from IDF conscription for ultra-Orthodox who study in yeshiva will be reduced from 26 to 23 or 21, so That they can be integrated into the job market at an early age.

At the same time, a significant economic incentive will be given to those serving in the IDF. Netanyahu has so far held two discussions on the issue together with most of the parties involved and the IDF has expressed public support in principle, but the outline in question will be at the center of the protest in the coming week, which may cause Netanyahu to ask the High Court and the ultra-Orthodox to wait with Promote it until public outrage subsides.

In addition, the coalition is waiting in the meantime with controversial bills such as the "Gifts Law" that will allow members of the Knesset, including Prime Minister Benjamin Netanyahu, to receive donations to finance legal or medical procedures, or the "Deri Law 2" that will silence any judicial review of ministerial appointments in the government, and those They will not be promoted at the beginning of the conference.

However, the coalition will promote other proposals such as the electronic handcuffing law of the Minister of National Security Itamar Ben Gabir, and more.
