The salary difference between specialist doctors and department managers in hospitals averages about NIS 27,000, according to the Ministry of Finance's salary expenditure report published today (Wednesday). The report reveals for the first time the salary of specialist doctors in public hospitals.

The report also shows that there are significant disparities between the salaries of men and women in the hospitals. In addition, it was reported that approximately 61% of the employees in the hospitals earn more than NIS 15,000 per month on average for a full-time position. The average salary was NIS 20,472, while the median salary for the position was on 16,684.

The average salary of general hospital employees is 14 percent higher than the salary of geriatric hospital employees.

The main difference is due to a wider scope of additional work in the general hospitals.

The report shows that doctors have the highest average salary among hospital employees, with an average salary of NIS 35,000. After them, by a considerable margin, are the engineers with an average of NIS 23,000 for a full-time position. In third place came the brothers and sisters who receive an average of NIS 21,500 for a full-time position. Immediately after them are the laboratory workers with 21 thousand shekels. At the bottom of the table are the interns who earn about 10 thousand shekels.

Although the wage disparities among hospital workers are below average compared to other civil service workers, they are still very high.

The biggest pay gaps between veterans and newbies can be found among doctors, laboratory workers and engineers.

The salary of a beginning doctor, for example, will be about NIS 15,000, while an expert doctor with seniority will be paid NIS 76,000 per month, with the average for a full-time position being NIS 35,000.

Doctors' salaries increase significantly during the natural career stages and with professional advancement.

At the beginning of their careers, as interns, doctors will be rewarded on average with 23 thousand shekels and as specialists they will receive about 41 thousand.

Managers of departments or divisions will receive approximately NIS 50,000, while hospital managers will receive over NIS 80,000.

From a segmentation according to areas of expertise, it appears that a specialist in pediatric intensive care will receive the highest salary of NIS 78,000, and doctors in general intensive care will receive NIS 64,000.

Anesthesiologists will also receive over NIS 64,000, but most of his salary is based on on-call and additional work within the hospital.

Specializing in general surgery will give a doctor about NIS 48,000, radiology NIS 44,000, and a cardiologist's salary will be NIS 39,000.

At the bottom of the list are orthopedic surgeons with NIS 32,000.

The main difference in salary is explained, among other things, by the salary structure in the various fields of expertise: doctors specializing in anesthesia, for example, perform most of their work in hospitals and are entitled to a large quota of on-calls, which are among the components of the additional work.

Compared to the doctors, among the nurses there is a different trend in which the ranks have very little effect on the salary, while the seniority has a greater effect.

The average salary of a beginning nurse will be about NIS 13,000, while a nurse with many years of experience will earn an average of NIS 31,000.

Following the remuneration system, there is a problem among the nurses of a lack of motivation to move up the ranks because there is no adequate remuneration and the work is much heavier.

The report also shows that there are significant wage gaps between men and women in the hospitals. These gaps are due, among other things, to differences in the scope of additional work, the choice of a different specialty, and the relatively low representation of women in senior positions. About 65% of the hospitals employ women, who earn an average of 21% less than men for a full-time position. The average salary for a woman in the hospital will be NIS 18,000, while men will earn over NIS 23,000. In addition, it will be possible to

see a higher proportion of women in occupations with a relatively low average salary. Thus, there will be a majority of women in the paramedical professions, social workers and laboratory workers, and a male majority among the doctors, engineers and technicians.

The gender wage gap is due, among other things, to choosing a different profession, but even in the division into professions, wage gaps between men and women remain, so for example, the gap between male and female doctors will be 13% and between male and female engineers 19%.

The main cause of the gender wage gap among employees of the same rank is the gap in compensation for additional work, and in particular for being on standby.

Another factor is related to the lower representation of women in senior positions.

The Commissioner for Wages and Labor Agreements, Efi Malkin, said that "the report we are publishing today is dedicated to the public health system and its challenges, focuses on public hospitals and for the first time presents wage data segmented by specialties."

Malkin said that the data will make it possible to "continue to work to reduce the gaps, improve health services in the periphery, respond to professions in shortage and adjust wages to the current labor market in order to recruit young and talented workers who will be the future generation of the health system. These will make it possible to provide optimal medical services in an efficient manner and strengthen the medical system public in Israel".
