Plans from Brussels become concrete: This is the new EU disability card

In the EU, disability cards are not always recognised between countries. This can be a problem for those affected. This is set to change before the end of 2023: the EU-wide disability card is coming.

Brussels – Those who have a disability usually also have an ID card that proves the disability and the degree of disability. It's also important – and not just because of the cliché that you get the good parking spaces with it. Not all disabled people can see their disability at the tip of their nose, but they are still dependent on support. Unfortunately, when travelling, it is always a problem that this support cannot be granted abroad, as the disability card is not recognised. The EU has therefore been working for some time on a solution that should be in place by the end of the year: the EU disability card.

Pilot study recommends the introduction of the disability card

The introduction of the EU Disability Card is just one of several steps that are part of the "Strategy for the Rights of Persons with Disabilities 2021-2030". Brussels had committed itself to presenting a plan for the disability card by the end of 2023. Until 5 May 2023, there will be a public consultation through which EU citizens will be able to give their opinion on the project. The evaluation of the consultation will then be incorporated into the draft law.

Since 2011, people with disabilities have had the blue parking permit, which is recognised throughout the EU. The EU parking permit is now being built on with the disability card.

Between 2014 and 2020, there was a pilot study in eight countries that tested the EU disability card. After the successful test, the system will be extended to the whole EU. This means that disabled people will also be able to count on discounts on leisure activities, public transport or support services granted to them in their own country in other EU countries. The aim of the EU is, on the one hand, to promote the participation of disabled people in public life, but also to support tourism.

EU disability card: this is how it is supposed to work

So how is the EU disability card supposed to work? There are no fixed details yet, only recommendations derived from the pilot study:

  • It should be possible to apply for the ID card online.
  • The card will be valid in four sectors in particular: transport, cultural and leisure facilities and sport. There, people with disabilities are to receive discounts or other preferential benefits.
  • The card will not be used to claim social benefits or pensions. This will continue to be regulated by the individual member states.
  • The card is intended to ensure that the disability is recognised across borders.

The introduction of the EU disability card would not replace national identity cards. Rather, the card is intended to be a supplement for people who want to travel or live in other EU countries.

The card will be free of charge for disabled people and will be issued in credit card format. The card would then include the photo, name, date of birth, country of issue and expiry date of the card.
