Grafing finally wants to bring momentum to wind energy. In June, the legal requirements for wind turbine construction are to be created.

Grafing - Hans Zäuner and Werner Stinauer, the operators of the existing and privately operated wind turbine in Hamberg in the municipality of Bruck, are on board with their expertise in the Grafinger project. The two have already successfully passed the difficult approval process once.

In October, the topic had already been touched upon in the building committee. A hydrogen filling station is to be built near the new, planned industrial park opposite Auto Grill GmbH. At the time, it was said that there was a suitable location nearby for a wind turbine that could supply the energy for hydrogen production.

Wind turbine to become a citizen's power plant

In fact, the hurdles for the construction of such a project have now been lowered. On railway lines, next to industrial areas and also in the forest, there are therefore lower minimum distances between wind turbines and the neighborhood. The location indicated in the building committee might have to offer all three features in one fell swoop. The project has not been notified to the regional planning association. The city wants to keep commercial operators away from the wind turbine. The wind turbine is to become a citizen's power plant.

"This is also the prerequisite for us to participate," says Hans Zäuner when asked by the Ebersberger Zeitung. The administration wants to set up a state-of-the-art company through the city. "Citizen participation is to be achieved by means of loans," Mayor Christian Bauer informed the city council. This is not entirely straightforward from a legal point of view. Since citizen wind turbines are usually managed as a limited liability company – as in Hamberg – "there is hardly any empirical data on the implementation as a state-owned company," the administration informed. However, the legal supervisory authority considers this model to be feasible. The only catch: the interest rate on the loan granted by citizens cannot be higher than the bank interest. In this respect, the currently rising interest rate even plays into the hands of the Grafingers, because a higher interest rate makes participation more interesting for citizens.

Regarding the timetable: After the decision to draw up the land use plan, a preliminary decision is to be examined, in which knockout criteria are sought. It is about flight safety, military protection zones of the Freising air defense radar, the requirements of the German Weather Service and grid feed-in. Once this has been completed, the necessary expert opinions are commissioned on the topics of sound insulation, shadow and ice casting, wind measurements, turbulence, soil conditions and environmental compatibility.

Mayor Bauer: "We need about 5000 square meters of space"

"We need about 5000 square meters of space," Bauer informed. The talks with the landowners had been "very positive in the result". For this reason, "the land acquisition is currently being finalized". The administration has identified suitable areas, the "final location will be found in the course of the procedure," Bauer informed. An initial assessment under species protection law as well as considerations of shadow and noise emissions had been "positive". The mayor promised that an information event for affected residents will take place in the near future.

"We only want to create a participation with citizens who live here," Bauer said in advance, rejecting potential investors. Since it was now a matter of passing on information in the city council, the city council did not make a decision.
