Next large-scale project planned in Ebersberg: ground-mounted PV system east of Weiding

A ground-mounted photovoltaic system is currently being built in Oberlaufing within sight of the B304. The next one could be built east of Weiding.

Ebersberg – To the east of the Ebersberg hamlet of Weiding Weiding, a local resident wants to build a ground-mounted photovoltaic system on an area of 4.1 hectares in cooperation with Eberwerk. The members of the Technical Committee of the City Council discussed the man's informal preliminary request.

CSU: "Unfortunately, it's not pretty"

Although all city councillors held out the prospect of agreement in principle, there were also reservations. "Unfortunately, it's not pretty," emphasized Martin Schechner (CSU), who is not far from the planned plant in Mailing, referring to the construction of natural areas. Gerd Otter (Pro Ebersberg), who is quite critical of the visual appearance of ground-mounted photovoltaic systems, jumped to his side, but less so in Weiding, because the planned area there is rather covered by the landscape conditions.

What other city councillors – namely Toni Ried (Free Voters) and Josef Riedl (CSU) – were concerned about is that the planned complex could extend directly to the residential development. "I have a problem with such a plant being built right up to the edge of a village," Riedl clarified. "It's difficult for residents when they look out of the window directly at the plant." This must be taken into account during implementation.

A number of conditions must be met for the construction of the plant

For the construction of the facility, an amendment to the land use plan and the preparation of a development plan as a special area is necessary. In addition, there are requirements of the administration, such as "that the supra-local targets do not stand in the way." In addition, it must be proven that "no areas are available within the particularly suitable areas." According to the administration, the area applied for is located "within the restriction areas in the area of regional green corridor and landscape reservation area" and is therefore only classified as "conditionally suitable" for ground-mounted PV systems. Furthermore, the economic viability must be examined.

Installations of up to four hectares should be less than 500 metres away from a medium-voltage line with free grid capacity. In the present case, however, the planned plots are obviously not in the economic 500 meter range, whereby "non-binding research via the Internet platform of Bayernwerk" would have already shown that there could also be a feed-in point with a distance of approx. 200 meters.

City wants to conclude planning cost agreement

For further action, the administration proposes to first conclude a planning cost agreement with the applicant, in which all questions regarding the necessary expert opinions, the determination of a suitable planning office and the bearing of all planning, construction and development costs by the applicant are regulated. "After the successful conclusion of this agreement, the decision to draw up both the land use plan and the development plan can be taken at a next meeting."

Remarkably, the project is the only concrete project of its kind since the adoption of the city's PV site concept. In addition to the plant currently under construction in Oberlaufing and the planned project in Weiding, no other ground-mounted photovoltaic system in the city area is being planned or applied for, according to the city administration.
