The Ministry of Health has published a new outline aimed at improving and reducing regulation in the field of medical cannabis in Israel. This outline is part of the Ministry of Health's new policy concept to reduce the regulatory burden on supervised persons in various fields while protecting public health. The outline contains the manner of operations and work procedures of the Medical Cannabis Unit in the Economy, Regulation and Innovation Division of the Ministry of Health.

The new outline is expected to significantly reduce the scope of regulation of those engaged in the medical cannabis market, create certainty for supervisors, help reduce the cost of medical cannabis for patients, and promote research and development in the field of medical cannabis in Israel.

The outline presents a clear policy for the coming years, characterized by a reduction in the scope of regulation and the transfer of responsibility to the supervised entities. In addition, in accordance with a professional opinion that will be received following the Shemer Committee's work, the outline deals with improving the regulator's responsibility in additional areas, including the exclusion of non-psychoactive components from the Dangerous Drugs Ordinance and the implementation of the gradual transition from licenses to prescriptions – a move that will reduce the bureaucratic burden on patients and will facilitate the provision of medical treatment with cannabis.

Health Minister Moshe Arbel said: "The new outline for reducing regulation in the field of medical cannabis is great news for tens of thousands of citizens in the State of Israel. As in the most developed countries in the world, the Israeli health system also sees medical cannabis as a therapeutic means – and therefore we are committed to working to make it easier for patients who need it. One of the first decisions made by former Health Minister Rabbi Aryeh Deri when he took office was to promote reform in the field, and this is a first step that combines social sensitivity with protection of public health."

Moshe Bar Siman Tov, Director General of the Ministry of Health, noted: "The Ministry of Health is leading a new policy concept of easing the regulatory burden as much as possible while protecting public health. As we did in the field of food and cosmetics, now the field of medical cannabis is also receiving a significant reform, which will move the field forward and similar to what is happening in the world. This is a significant paradigm shift led by the Ministry of Health in favor of regulating the field of medical cannabis in Israel. Today, there are more than 120,<> medical cannabis license holders in Israel, the highest per capita rate of any Western country.
