Highlights: The Alliance La Libertad Avanza is promoting Javier Milei's presidential campaign. It promotes privatizing the health system, cutting spending on pensions, eliminating the obligation of sex education and restricting the entry of foreigners. The platform assures that there will also be a progressive elimination of social plans. All these proposals are part of a "comprehensive reform", to reverse "70 years" of populist policies, according to Milei, whose implementation will last 35 years, divided into three stages.

He did so before the Electoral Justice. It promotes privatizing the health system, cutting spending on pensions, eliminating the obligation of sex education and restricting the entry of foreigners. The presentation was made by lawyer Santiago Viola, who defended Lázaro Báez.

The lawyer Santiago Viola presented, in the federal court of María Romilda Servini, the constitutive act of the Alliance La Libertad Avanza and its "Bases of Political Action and National Electoral Platform", for the project of Javier Milei President 2023.

There it states that Milei will promote "a sharp cut in public spending", the privatization of state enterprises that have a deficit, deregulate the carrying of weapons, tariff all the benefits given by public hospitals, cut spending on retirements and pensions, eliminate the obligatory nature of Comprehensive Sex Education (ESI) at all levels of education, among other measures.

In addition, it promotes certain restrictions on foreigners, such as the payment of residencies, the prohibition of entry into the country of foreigners with criminal records and the immediate deportation for criminals who are not Argentine.

The platform assures that there will also be a progressive elimination of social plans, co-participation will be eliminated, a "competition of currencies that allow citizens to choose the monetary system freely or the dollarization of the economy" will be promoted. In addition, it proposes to unify the exchange rate, "immediately release all exchange traps" and eliminate withholding taxes on exports and import duties.

One of the values promoted by La Libertad Avanza, within the framework of Javier Milei's 2023 presidential campaign, is "the defense of the right to life from conception," as opposed to the right to abortion.

In his election platform, which was a first for journalist Natalia Volosin, Milei proposes implementing a system of delivering "educational check vouchers" to students' parents, instead of funding the Ministry of Education.

Some of the labour reforms he proposes are the reduction of "employers' charges on labour"; the elimination of "compensation without cause", to be replaced by a system of "unemployment insurance".

His proposals include a tax cut and, "in a third stage," the elimination of the Central Bank. All these proposals are part of a "comprehensive reform", to reverse "70 years" of populist policies, according to Milei, whose implementation will last 35 years, divided into three stages.

In the first, he proposes to make "a sharp cut in public spending of the State and a tax reform that pushes a reduction in taxes, labor flexibility" and "a unilateral opening to international trade." All this "accompanied by a financial reform that promotes free and deregulated banking together with free currency competition."

In the second stage, Milei proposes "a pension reform to cut state spending on retirements and pensions", "encouraging a system of private capitalization", together with a "program of voluntary retirements and shrinking of the State", as well as reducing to eight the number of ministries of the national government, for example merging the ministries of Social Development, Health and Education.

"At this stage, social plans will begin to be progressively eliminated as other income is generated as a result of the generation of jobs in the private sector, liquidation of the Central Bank," "establishing a Simons banking system, with 100% reserve requirements for demand deposits," it states on its platform.

In the third stage of his government plan, Milei proposes "the profound reform of the health system, with the impulse of the private sector, free competition among companies in the sector, a reform of the educational system and the expansion of a non-invasive security system for the population and the elimination of co-participation."

It then breaks down each of the proposals into different items: Economic Reform, Tax Reform, Labor Reform, Technology and Infrastructure, Health, Education, and finally, National Security and Judicial Reform.

Some of the proposals included there are the "deregulation of the legal market" for carrying firearms, as well as "protecting their legitimate and responsible use by citizens." In addition, it proposes the "immediate deportation of foreigners who commit crimes in the country" and "the modification of laws and procedures that hinder police action and grant excessive concessions to criminals," among other proposals.

It also proposes the construction of prisons by the "public-private management system", "militarization of institutes during the transition period" and studying the feasibility of "reducing the age of imputability of minors".

Milei proposes to run for health positions every five years, at all levels. Regulate "the documentation of foreigners" who exercise activities in the health area. In addition, it promotes that "foreign residents who demonstrate economic availability must cover their expenses." And control the enrollment, degrees and documentation of "foreigners who want to practice medicine in Argentine territory, prioritizing the labor of those who were trained in our universities."

In the same vein, Milei proposes that there be "reciprocity" to serve foreign tourists in Argentina, from countries that claim in their countries of origin that health insurance be paid with coverage of up to US $ 30,000.

The founding charter

The charter of the La Libertad Avanza alliance was presented by Santiago Viola, former lawyer of Leandro Báez, one of the sons of Lázaro Báez. And very close to the intelligence services, which was prosecuted by the Federal Court – and then dismissed in the Court of Cassation – for presenting false witnesses – with AFI agent Eduardo Miragaya – who claimed to have seen Judge Sebastián Casanello in Olivos, when Cristina Kirchner was president, to remove him from the money laundering trial he was carrying out against Lázaro Báez and his family.

The constitutive act states that the contributions received will be distributed in 20% for each party with national representation (Democratic, Federal Renovator and Celeste and Blanco), while the rest will be distributed as follows: La Libertad Avanza Party, of La Rioja, (20%); Republican Force from Tucumán (8%); United Republicans, from Tierra del Fuego (4%); Citizens for Chubut, from that province (4%); and Action for a New Democracy, San Juan (4%).

In addition to lawyer Santiago Viola, some of those who signed the act are Martin Menem, Ricardo Bussi, Carlos Balter, Gustavo Cuervo and Javier Zoulemian, among others. And as proxies of La Libertad Avanza are Karina Milei, Andrea Juárez, Carlos Kikuchi, Santiago Pauli, Gustavo Cuervo, Javier Zoulemian, Luis Oria and Santiago Viola, among others.

The president of the block of deputies of the Civic Coalition, Juan Manuel López, said that "suspicions are small" with Milei's representative, Santiago Viola. And he added, on his Twitter account: "Young lawyer of the family of the front man of the Kirchners and accused of manipulating evidence with intelligence services among other antecedents. A paragon of virtues and bonds."
