The government is convening today (Sunday) for its weekly meeting, which will be held this time in the Western Wall Tunnels. Against the backdrop of the coalition crisis with Otzma Yehudit over budgets for the Ministry of the Negev and Galilee, the government is expected to approve a five-year plan worth about NIS 2 billion in East Jerusalem today.

This is a plan for 2028-2024, jointly funded by the government and the Jerusalem Municipality, to reduce gaps between residents of West and East Jerusalem, which includes a backlog of decisions in the fields of education, employment, infrastructure, planning, culture and sports, and more. It continues a previous five-year plan for East Jerusalem, worth about NIS 2.1 billion, approved by Netanyahu's government in 2018. The right-wing full-fledged government is about to approve a new plan with similar budgeting.

The weekly cabinet meeting convenes today in the Western Wall Tunnels and will mark Jerusalem Day with a series of decisions to strengthen the city, such as upgrading visits to the Western Wall and strengthening the Old City basin, a plan to strengthen Jerusalem's economy, and more. The proposal regarding the five-year plan for East Jerusalem for 2028-2024 was circulated and added to the agenda only this morning.

The draft proposal indicates that it includes programs and budgets in five clusters in East Jerusalem: education and higher education, employment and economic development, infrastructure – including roads, public transportation, water and sewage, electricity and energy, planning and land, and health services; Welfare and security, culture and sports for residents of East Jerusalem.

Among other things, the Ministry of Education and the Ministry of Finance will allocate a budget of NIS 300 million each to operate, and the Jerusalem Municipality will allocate another NIS 200 million to strengthen the quality of education, which will be invested, among other things, in increasing Hebrew studies and incentives for educational institutions that teach the curriculum as Israeli. Nearly NIS 180 million will be allocated to employment and economic development, NIS 80 million will be invested in improving water and sewage infrastructure, NIS 225 million in health and welfare services, NIS 440 million in projects and programs in the public sphere, and NIS 100 million from the Ministry of National Security to strengthen personal security and establish police stations and points in East Jerusalem.

This week, the Knesset will vote on the state budget for 2024-2023, just days before the final deadline at the end of this month. So far, Prime Minister Benjamin Netanyahu has not resolved the crisis with Otzma Yehudit and Agudat Israel, and the coalition believes that attempts at dialogue will continue until the last minute and in the end the budget will be approved by a majority vote.

Otzma Yehudit, Agudat Yisrael and Avi Maoz of the Noam party threaten not to support the budget. Agudat Israel Chairman Housing Minister Yitzhak Goldknopf is demanding an additional half a billion shekels for ultra-Orthodox education, and Otzma Yehudit chairman, National Security Minister Itamar Ben-Gvir, is demanding additional budgets for the Negev and Galilee Ministry.

Ministers Goodknopf and Meir Frosh are demanding an additional NIS 600 million for Avrachim, yeshivas and educational institutions that teach core education only partially. One of the two is expected to resign from the government earlier this week if the crisis is not resolved, in order to return to the Knesset. Thus, Agudat Israel will be with four Knesset members and will be able to vote against the budget and threaten the integrity of the coalition.
