The mayor of the municipality of Ensenada, Armando Ayala Robles, said the victims were participants in the event known as 'Cachanillazo'. The drivers had left Playa Hermosa on Saturday morning, according to local media.
"The government of Ensenada remains in close coordination with the Attorney General's Office of the State of Baja California, in order to assist in the inquiries that lead to the clarification of the facts," said the mayor's office.
Authorities have not clarified what the motive for the attack was. In a brief statement, the State Prosecutor's Office of Baja California reported that it is investigating the facts.
Social media users shared videos of the shooting in which people are heard screaming in desperation and are seen trying to take cover, while several apparently gunshot detonations are heard.
Other recordings taken by motorists after the attack show Mexican soldiers guarding the site on the side of the road, between abandoned Razer and Raptor vehicles and bodies lying in the dust of the road.
