Carbon-free industry, green GDP, carbon tax, energy sobriety, clean vehicles, building insulation: we gargle words and concepts, but do we really know how to measure what we are talking about? The National Council for Statistical Information (CNIS), which brings together specialized institutes, including INSEE, has just held a symposium in the premises of Bercy, asking this question prior to any action to fight against the effects of global warming: "measure the ecological transition".
Even seemingly obvious solutions are by no means a panacea.
