Colorado Agrees to Pay $19 Million to Family of Young Man Shot by Officer After Calling 911 for Help

The family of a young Colorado man who was fatally shot last year by an officer after calling 911 for help said Tuesday they will receive $19 million in compensation, the largest of its kind in state history.

Christian Glass, 22, of Boulder, was killed by a Clear Creek County sheriff's deputy early June 11 in Silver Plume, according to his family's attorneys and the sheriff's office.

Glass appeared to be holding a knife when he was shot five times after refusing to get out of his Honda Pilot for nearly 70 minutes, according to body camera footage and the autopsy report provided by his family's attorney.

His parents, Sally and Simon Glass, reached a multimillion-dollar settlement Tuesday with Clear Creek County, the state of Colorado, the city of Georgetown and the town of Idaho Springs, according to a news release.

"The magnitude of the settlement reflects the immense error and injustice committed by the officers who killed Christian, whose death has shattered his family and left an immeasurable void," the Denver-based law firm Rathod/Mohamedbhai, which represents Glass' family, said in a statement.

It's the largest police murder settlement in Colorado history, surpassing the $15 million settlement for the 2021 death of Elijah McClain in the Denver suburb of Aurora.

In addition to the settlement, Clear Creek County has agreed to dedicate a public park to Glass, as well as "establish a crisis response team" by Jan. 1 next year. The state of Colorado will also adopt changes to the training of its law enforcement, including the development of a virtual reality scenario "that mirrors the murder of Christian, with special attention to de-escalation."

According to a statement from the sheriff's office issued last year, sheriff's deputies were alerted to a "motorist assistance" call at 11:21 p.m. on June 10.

Glass had started on his nearly 25-minute 911 call that he was afraid. When asked by the dispatcher about weapons, Glass said he had two knives, a hammer and a rubber mallet that he would throw out of the car window when officers arrived.

"I'm not dangerous. I will keep my hands fully visible. I understand it's a dangerous situation," he said then.

According to the family's lawyer, Siddhartha Rathod, Glass was an amateur geologist and used knives, hammer and mallet for his hobby. Rathod also said Glass was most likely suffering a mental breakdown when he made the 911 call.

Sheriff's deputies broke the windows and removed a knife, according to the agency.

"The suspect rearmed himself with a rock and a second knife," the statement said. "Officers deployed bags of less-lethal beans and Tasers with negative results. Finally, the suspect attempted to stab an officer and was killed."

This argued a federal judge to invalidate bans on gun sales to certain young people.

Glass was pronounced dead at the scene.

The autopsy determined that Glass had died from gunshot wounds. It also showed he had a blood alcohol level of 0.01% and THC in his system, as well as amphetamine, which Rathod previously said was likely from a prescription to treat ADHD.

Glass' parents, originally from New Zealand and the United Kingdom, said their son trusted police to help him.

"He was stuck on a small pile of rocks on the side of the road and called 911 for help," Simon Glass told reporters at a news conference last year. "It was night and I was very worried. He hoped that the police would come to help him. Instead, they attacked and killed him."

Two Clear Creek County sheriff's deputies involved in the shooting, Andrew Buen and Kyle Gould, were indicted by a grand jury in November. Both officers were fired following the indictment, the department said at the time.

Buen was charged with second-degree murder, official misconduct and reckless endangerment, while Gould was charged with criminally negligent homicide and reckless endangerment.

A memorial service for Glass will be held Wednesday morning. Gov. Jared Polis is expected to speak at the event, where some of Glass' artwork will be on display.
