Nothing works without the railways and the government

Everyone in the community agrees that life is to move into the old Herrsching station building. On Monday, the architectural firm "werkraum-a" presented three space programs. The extent to which these are feasible depends crucially on the railway and the government of Upper Bavaria.

Herrsching – As early as January, Herrsching's municipal council had decided to change the use of the station building (we reported). Subsequently, the local architectural firm "werkraum-a" was commissioned with the spatial planning by Green Party municipal councillor Christoph Welsch. He and his colleague Philipp Steller presented their ideas for future use to the municipal council on Monday and presented three variants: with predominantly use as a market hall, with predominantly gastronomic use and a combination of both. A change of use is necessary for all three. In order to get it, the municipality, as the owner of the property, must not only get the railway, but also the government of Upper Bavaria on board.

Since the purchase in 2008, Deutsche Bahn has proven to be a difficult negotiating partner. It was not until 2021 that it released the building, which is part of the redesign planning for the entire station environment. 14 years ago, a land acquisition plan had been drawn up, but the railway withdrew from it with the release of the building and thus all plans for the redesign were shaken. This also includes outdoor areas for gastronomy in the direction of Kienbach and towards the old track, which the railway now no longer wants to sell. On the contrary, the track may even be put back into operation.

The government of Upper Bavaria is crucial in that it is the financier of the urban development subsidy, in which the redesign of the station environment has been included. It must agree that a future tenant may invest in the conversion of the old building. Otherwise, the municipality is in danger of falling out of funding. It can't afford that – but neither can it be converted without an investor.

The listed building has some construction sites. These relate not only to statics, but also to fire protection and building physics. "The building services need to be completely renewed," said Welsch. And the ceiling in the basement, which is only 1.80 meters high, is also dilapidated. "There is a need for action," Welsch said. "Otherwise, the building is in good condition." Except for the basement ceiling, it has a good substance. On the upper floors of the head buildings, apartments would remain, which of course would have to be renovated. "The ground floor is more exciting."

What unites all three variants of his office is the outsourcing of public toilets, which have been a major nuisance for decades. The idea is to replace them with robust, "ready-made prefabricated solutions" on an area outside the building. Here, too, the railway must be brought on board in order to find a suitable location for it.

Welsch calls his variants market hall, gastronomy and a combination of both. In the market hall, he and Steller imagine mobile stalls, shops (with ticket sales Vetter) in the left end building and a café on the right. In the predominantly gastronomic solution, the hall would be used as a restaurant, the kitchen would be located in the left headboard, and the shops would be located in the right head building. In this way, the outdoor catering could reach as far as the Kienbach, which is to be made tangible - if the railway still allows it.

The third, probably most realistic variant is a mixture of market hall and gastronomy. In any case, tenants should be involved in the planning at an early stage – and preferably also invest. Cultural uses could be contractually secured, according to Welsch.

"Without an outdoor area, I can't imagine anyone investing," said Michael Bischeltsrieder (CSU). Nevertheless, he and his Council colleagues liked what was presented. The first thing the administration should now do is clarify whether the outdoor area is available, whether a toilet can be outsourced and whether subsidies will flow, even if a tenant would also invest.
